This study examines the validity of the widely accepted belief that a deterioration in the quality of British entrepreneurship occured during the nineteenth century. Professor Payne begins by surveying the current state of the debate on the question, in the course of which he discusses the definitional problems associated with the concept of entrepreneurship, the evolution of the structure of British business enterprise, and the social and occupational origins of British entrepreneurs. He then examines the quality of their performance during the Industrial Revolution, the early Victorian period and the decades preceding the First World War. In a comprehensive survey of the literature on this complex subject, he argues that, although there is much more information to be discovered before judgement can definitively be passed on "the British entrepreneur", a proper evaluation must recognise the diversity of entrepreneurial experience. It appears from Professor Payne's work that the pioneer industrialists and traders do not fully deserve the somewhat eulogistic aura that surrounds them ; and that much of the criticism of the performance of the late-Victorian businessman is unjustified. A valuable feature of his study is the survey of areas for future research.
