Libya is coming in from the cold, but for most of the three decades following the 1969 revolution, the country was labelled a pariah state by the West. Dirk Vandewalle, one of only a handful of western scholars to visit during the time, is intimately acquainted with the country. This history - based on original research and his interviews with Libya's political elite - offers a lucid account of Libya's past, and corrects some of the misunderstandings about its present. The author takes the story from the 1900s, through the Italian occupation, the Sanusi monarchy and Qadhafi's self-styled revolution. The final chapter is devoted to the events which brought Libya back into the international fold. Le Centre de recherches et d'études sur les sociétés méditerranéennes est un laboratoire de la Faculté de droit (Université Aix-Marseille III) et de l'Institut de recherche méditerranéenne (Université de Provence), associé au Centre national de la recherche scientifique (CNRS). Son activité couvre dans le domaine des sciences humaines les États maghrébins : Algérie, Libye, Maroc, Tunisie. Elle s'étend à la Mauritanie depuis 1974. Le C.R.E.S.M. comprend des équipes de recherches interdisciplinaires et un très important service de documentation et de bibliothèque. Depuis 1962 le laboratoire publie aux Éditions du CNRS : l'Annuaire de l'Afrique du Nord, ouvrage qui, en un millier de pages, fait le point pour le lecteur de la documentation de l'année, mais présente aussi une partie études et des articles d'actualités, etc. Ces études sont réunies en ouvrages dans la collection du C.R.E.S.M.

The bloody Libyan Revolution of 2011 that overthrew Muammar Gaddafi and the resurgence of violence between factions since 2014 have led to a terrible displacement crisis, with hundreds of thousands of people uprooted within the country, and hundreds of thousands more forced to seek shelter in neighboring countries, particularly Tunisia. Those who have been uprooted range from beneficiaries of the Gaddafi regime, to persecuted ethnic minorities, to those simply caught in the crossfire. Many of these exiles live in fear of being forcibly returned to Libya where, in the absence of security, rule of law, and a functional transitional justice process, they may face incarceration, torture, and death. The continued displacement of Libyans has significant political, socio-economic, humanitarian, and human rights implications. Drawing on in-depth interviews with policymakers, practitioners, and displaced persons in Libya and Tunisia, this study analyzes the complex dimensions and implications of the Libyan displacement crisis. While resolution of this crisis hinges on a negotiated end to the Libyan civil war, this study seeks to help lay the groundwork for this process by identifying constructive approaches to improve assistance strategies, and, eventually to support durable solutions for displaced Libyans.
