Abstract

Atmospheric pollution has many different detrimental impacts on air quality at urban, regional and global scales. Large volume photoreactors (often referred to as smog or simulation chambers) have been used very effectively to investigate and understand many varied aspects of atmospheric chemistry related to air pollution problems. Photochemical smog formation, which was first observed around 1945 in Los Angeles, is now a major environmental problem for all industrialised and densely populated regions of the world. Over the years many different modelling and experimental tools have been developed to analyse and simulate the complex chemical processes associated with tropspheric photooxidant formation. Work in environmental chambers has played a key role in the development of our understanding of the atmospheric chemistry associated with pollution problems on local, regional and global scales. Chamber observations have also been used in connection with environmental policy issues. In general they are used for validation of atmospheric chemical models, studies of chemical reaction mechanisms and as a direct means to test the possible impact of specific chemical compounds on air quality under simulated ambient conditions New large smog chamber installations have been recently developed in the US (Riverside, California), Europe (Jülich, Germany) and Japan, and a large number of smaller scale laboratory chambers are in operation around the world. Abstract

This book, as the outcome of the COST-728/NetFAM workshop, focuses on the follow­ing main topics: 1) on-line coupled meteorology-chemistry modelling with two-way feedbacks, 2) off-line coupled modelling and interfaces, 3) validation and case studies including air quality related episodes, and 4) integration of atmospheric chemical transport (ACT) models with numerical weather prediction (NWP). This book is one of the first attempts to give an overall look on such integrated meso-meteorology and chemistry modelling approach. It reviews the current situation with the on-line and off-line coupling of mesoscale meteorological and ACT models worldwide as well as discusses advantages and shortcomings, best practices, and gives recommendations for on-line and off-line coupling of NWP and ACT models, implementation strategy for different feedback mechanisms, direct and indirect effects of aerosols and advanced interfaces between both types of models. Abstract

This book evolved from the 5th School of Environmental Research entitled žPersistent Pollution - Past, Present and Future , which has set a focus on Persistent Organic Pollutants (POPs), heavy metals and aerosols. Research topics covered by the School included the  reconstruction of past changes based on the scientific analysis of natural archives such as ice cores and peat deposits,  evaluation of the present environmental state by the integration of measurements and modelling and the establishment of cause-effect-patterns,  assessment of possible environmental future scenarios including emission and climate change perspectives. Leading scientists in the field of Marine and Atmospheric Chemistry, Meteorology and Modelling, Environmental Chemistry and Physics, as well as Environmental Policy and Management have prepared manuscripts. The book consists of 19 contributions prepared by more than 40 authors. The structure of the book has been outlined according to the topics addressed by the School and includes synthesis chapters which look into the history and reconstruction of environmental pollution, address emission questions, provide a closer look on selected persistent pollutants, deal with transport and modelling aspects, shed light on some health issues related to persistent pollutants, and discuss emerging contaminants in the atmospheric and marine environment.

Abstract

It is the publicity about the Pollutant Release Inventory's data which creates an incentive for firms to achieve emission reductions. Accordingly, public access to environmental information constitutes a core characteristic of the aforementioned inventory. Here, in essence, two facets arise. First, with regard to the collection, it is disputed whether such information, which may comprise confidential commercial and industrial information in the EU as well as trade secrets in the US, can be protected under fundamental and constitutional property rights respectively. Second, in the context of dissemination and utilisation, it is arguable whether the information indeed impacts polluters and produces an outcome that secures a certain level of environmental protection. The author responds to the first issue by taking the EU and US jurisdictions into account and strives to analyse how this novel form of Internet disclosure liberates market mechanisms in the quest for effective and efficient emission reductions.
