Cet ouvrage est rédigé par des praticiens pour des praticiens, qu'ils soient avocats, magistrats ou travailleurs sociaux. Il repose sur la fréquentation assidue des juridictions connaissant du contentieux de l'aide sociale et de l'intégration sociale et se veut en phase avec les questions qui y sont le plus souvent débattues, en les replaçant dans un contexte théorique plus large. Cette approche pratique a induit le choix d'une vision transversale des deux matières de l'aide sociale au sens large. Intégration sociale et aide sociale au sens strict n'ont pas été examinées de manière distincte, mais toujours simultanément. Ce choix a été fait pour mettre en évidence les convergences ou les différences entre ces deux régimes. Il a surtout été tenté, à nouveau dans l'optique d'une utilité concrète, d'épingler les passerelles entre les deux lois et les nombreux cas dans lesquels l'une peut venir au secours de l'autre. Toujours dans le même souci, la mise en page a été conçue de manière à permettre au lecteur d'identifier d'un coup d'oeil si le texte concerne l'aide sociale, l'intégration sociale, ces deux régimes à la fois ou s'il les compare. Un texte qui ne fait l'objet d'aucun marquage particulier a trait aux deux régimes, un texte assorti d'un onglet bleu concerne exclusivement l'intégration sociale, un texte assorti d'un onglet gris uniquement l'aide sociale, et lorsque les deux régimes sont comparés, les deux couleurs figurent en marge l'une à côté de l'autre. En outre, pour faciliter les renvois, l'indication précise de la section en cours est précisée dans l'en-tête de la page.

Nonprofit organizations are all around us. Many people send their children to nonprofit day-care centers, schools, and colleges, and their elderly parents to nonprofit nursing homes; when they are ill, they may well go to a nonprofit hospital; they may visit a nonprofit museum, read the magazine of the nonprofit National Geographic Society, donate money to a nonprofit arts organization, watch the nonprofit public television station, exercise at the nonprofit YMCA. Nonprofits surround us, but we rarely think about their role in the economy, or the possibility of their competing unfairly with private enterprise. Burton Weisbrod asks the important questions: What is the rationale for public subsidy of nonprofit organizations? In which sectors of the economy are they of real importance? Why do people contribute money and time to them and why should donations be tax deductible? What motivates managers of nonprofits? Why are these organizations exempt from taxes on income, property, and sales? When the search for revenue brings nonprofits into competition with proprietary firms—as when colleges sell computers or museum gift shops sell books and jewelry—is that desirable?
