Abstract

This paper analyzes the factors determining the payment on outstanding debt in the presence of partial defaults, and the feasibility of renewed investment. We show that a higher relative size of sectors with lower substitutability between domestic and foreign products will increase the resource transfer ceiling. Even with a partial default, investment in highly trade dependent sectors with high productivity may be warranted. This investment can be implemented by a marginal relief of the present debt service, in exchange for investment in the proper sector. A way to partially overcome some of the monitoring problems associated with renewed investment is through direct investment.

Abstract

In this empirical study, Saskia Sassen offers a fresh understanding of the processes of international migration. Focusing on immigration into the US from 1960 to 1985 and the part played by American economic activities abroad, as well as foreign investment in the US, she examines the various ways in which the internationalization of production contributes to the formation and direction of labor migration.

Abstract

This paper describes the effect of IMF-supported adjustment programs on the poor. The paper highlights that IMF-supported adjustment programs have often been misunderstood and have been criticized for seeking excessive reductions in aggregate demand, resulting in unwarranted contractions of output and employment opportunities, and declines in the living standards of people living in poverty. The paper discusses the series of case studies of nine programs in seven countries that the IMF undertook to obtain a balanced and comprehensive appraisal of how the poor fare in the context of IMF-supported adjustment programs.
