Michael Emerson has rare qualifications to advance ideas for the future of Europe in the early 21st century, having been economist, diplomat and academic in Paris, Brussels, Moscow and London. He does so in bold, fundamental terms. His is the whole Europe, from the Atlantic to Urals. The first part of the book dissects Europe's contradictory capacity for both enlightened integration and savage conflict. The second part confronts the strategies issues for Europe's future, treating questions of economics, security and institutions as a seamless web. Michael Emerson's main argument is twofold : (a) the European Union, having largely solved the “German problem”, still needs to make a success of the Euro and its security policies; and (b) a stronger structure for the wider Europe is needed to solve the “Russian problem”, and on this Emerson makes original proposals. The argument is now sharpened by the deepening Asian crisis, as its shockwaves spread through into Russia. The European Union appears robust enough, but it needs also to secure the way for a new European golden age. The book illustrates Europe’s history and current choices with twenty detailed maps, ranging from Roman times to Europe’s minorities today, through to schematic maps for the future
