Americans have long prided themselves on living in a country that serves as a beacon of democracy to the world, but from the time of the founding they have also engaged in debates over what the criteria for democracy are as they seek to validate their faith in the United States as a democratic regime. In this book John Gunnell shows how the academic discipline of political science has contributed in a major way to this ongoing dialogue, thereby playing a significant role in political education and the formulation of popular conceptions of American democracy. Using the distinctive “internalist” approach he has developed for writing intellectual history, Gunnell traces the dynamics of conceptual change and continuity as American political science evolved from a focus in the nineteenth century on the idea of the state, through the emergence of a pluralist theory of democracy in the 1920s and its transfiguration into liberalism in the mid-1930s, up to the rearticulation of pluralist theory in the 1950s and its resurgence, yet again, in the 1990s. Along the way he explores how political scientists have grappled with a fundamental question about popular sovereignty: Does democracy require a people and a national democratic community, or can the requisites of democracy be achieved through fortuitous social configurations coupled with the design of certain institutional mechanisms?

When Jacob Coxey's army marched into Washington, D.C., in 1894, observers didn't know what to make of this concerted effort by citizens to use the capital for national public protest. By 1971, however, when thousands marched to protest the war in Vietnam, what had once been outside the political order had become an American political norm. Lucy G. Barber's lively, erudite history explains just how this tactic achieved its transformation from unacceptable to legitimate. Barber shows how such highly visible events contributed to the development of a broader and more inclusive view of citizenship and transformed the capital from the exclusive domain of politicians and officials into a national stage for Americans to participate directly in national politics.

Barber B. Conable Jr. served as a Republican congressman from western New York from 1965 to 1985. He is recognized as one of the most respected members of the House of Representatives in recent years. This biography explores his twenty-year congressional career, focusing on his remarkable educational abilities as a gifted teacher-legislator. Using excerpts from Conable's private journal, his newsletters and news columns, and from personal interviews, James S. Fleming has crafted a book that enables readers to appreciate why Conable was held in high regard by his constituents, his colleagues, the press, and congressional scholars. Political scientist Charles O. Jones expressed the opinion of many when he observed that "Barber Conable was just about everybody's idea of what a congressman should be."
Recognizing the importance of Conable's western New York heritage, James Fleming traces Conable's story from his childhood in Warsaw, New York, to his election to the historic Eighty-ninth Congress of 1965-1966. Fleming's chronicle of Conable's subsequent legislative career offers a window on Congress and on an historic period in American history. As the fourth-ranking Republican leader in the House, Conable played a critical role in the Watergate investigation that led to the resignation of President Richard M. Nixon. As the ranking Republican leader of the Ways and Means Committee, he was a key contributor to the tax legislation passed during the Ford, Carter, and Reagan administrations. The highlight of his legislative career was his crucial work in solving the 1983 Social Security crisis. Fleming concludes the biography with a look at Conable's service as World Bank President and his retirement to his beloved western New York home.
