Abstract

The Russian government is pursuing a strategy of very high economic growth, and as part of that strategy, has embarked on a highly ambitious programme of electricity reform. This book focuses on key aspects of the proposed reforms including creation of market structures, rules and a regulatory framework that will foster competitive markets; tariff rebalancing; and removal of cross subsidies. It also raises concerns as to the pace of reform in related areas such as the need for complementary reform in Russia's natural gas sector.

Abstract

This book assesses experience in reforming electricity markets in OECD countries over the past decade, focusing on the issues that are critical for successful liberalisation. Experiences and examples in the study are drawn mainly from the UK, Australian, Nordic and North Eastern United States (the PJM interconnection) markets, which have all operated with considerable success for a number of years. The issues covered in the study are: the rationale and benefits of liberalisation; the governance required to create effective competition; the role of prices and transparent wholesale markets; consumer protection; incentives for investment, and impact of addressing security of supply and environmental policy.

Abstract

This review of regulatory reform in Russia covers the overall economic context for regulatory reform, the government’s capacity to manage regulatory reform, competition policy and enforcement, and market openness. The review also examines specifically the regulatory framework in the electricity and railway sectors.  The analysis in this review assesses Russia against a number of OECD instruments. At the same time, the review has been adjusted to take into account the specific regulatory challenges faced by the Russian authorities, as well as administrative re-organisation required. The review contains comprehensive and detailed policy recommendations that will assist the Russian authorities in structuring and implementing regulatory reforms in order to boost economic growth, job creation, innovation and investment. The review will also help the authorities develop a more comprehensive approach in order to produce results more quickly.

Abstract

Around the world, liberalization and privatization in the electricity industry have lead to increased competition among utilities. At the same time, utilities are now exposed more than ever to risk and uncertainties, which they cannot pass on to their customers through price increases as in a regulated environment. Especially electricity-generating companies have to face volatile wholesale prices, fuel price uncertainty, limited long-term hedging possibilities and huge, to a large extent, sunk investments. In this context, Uncertainty in the Electric Power Industry: Methods and Models for Decision Support aims at an integrative view on the decision problems that power companies have to tackle. It systematically examines the uncertainties power companies are facing and develops models to describe them – including an innovative approach combining fundamental and finance models for price modeling. The optimization of generation and trading portfolios under uncertainty is discussed with particular focus on CHP and is linked to risk management. Here the concept of integral earnings at risk is developed to provide a theoretically sound combination of value at risk and profit at risk approaches, adapted to real market structures and market liquidity. Also methods for supporting long-term investment decisions are presented: technology assessment based on experience curves and operation simulation for fuel cells and a real options approach with endogenous electricity prices.
