The Annual Bank Conference on Development Economics (ABCDE) is one of the world's best known series of conferences for the presentation and discussion of new knowledge about development. First held at World Bank headquarters in Washington D.C. in 1988, the ABCDE has become broader in scope as the world's economies have become more interconnected and challenges have become more complex. This year's volume, Annual World Bank Conference on Development Economics 2005, presents selected papers from the 16th ABCDE meetings, held in May 2004. It reviews the lessons of 60 years of development experience, addressing key topics such as infrastructure, behavioral economics, trade, poverty, and globalization. The volume is a critical reference guide for development research and will be of interest to practitioners and those studying international development and poverty reduction.

Taking Power analyzes the causes behind some three dozen revolutions in the Third World between 1910 and the present. It advances a theory that seeks to integrate the political, economic, and cultural factors that brought these revolutions about, and links structural theorizing with original ideas on culture and agency. It attempts to explain why so few revolutions have succeeded, while so many have failed. The book is divided into chapters that treat particular sets of revolutions including the great social revolutions of Mexico 1910, China 1949, Cuba 1959, Iran 1979, and Nicaragua 1979, the anticolonial revolutions in Algeria, Vietnam, Angola, Mozambique, and Zimbabwe from the 1940s to the 1970s, and the failed revolutionary attempts in El Salvador, Peru, and elsewhere. It closes with speculation about the future of revolutions in an age of globalization, with special attention to Chiapas, the post-September 11 world, and the global justice movement.

Qu’est-ce que le tiers-mondisme ? Pour les tenants de ce courant politique, il s’agissait de faire la révolution dans les pays en voie de développement ; pour nombre d’auteurs français, il a été, de 1950 à 1985, un discours phare. Désormais raillé, quand il n’est pas oublié, le tiers-mondisme reste pourtant d’actualité, car il annonçait la crise contemporaine des figures de l’intellectuel et du militant. Quarante ans après son apogée, le temps est venu d’analyser, en historien des idées, la rencontre inattendue entre la « faucille »et le « condor », entre une gauche radicale et le cône Sud de l’Amérique latine. Examinant le tiers-mondisme latino-américain, Mauricio Segura retrace son émergence, son apogée et sa décomposition, et il démonte ses logiques argumentative et narrative. Né de la conjoncture de la Guerre froide, ce complexe idéologique est non seulement le signe du rejet de la politique par les intellectuels sous la ve République, mais aussi un transfert utopique, la manifestation d’un désir d’exotisme et une réaction contre le féminisme. Le tiers-mondisme est ici replongé dans le vacarme des discours de la deuxième moitié du xxe siècle. En se penchant sur des essais ou des romans de Sartre, Fanon, Debray, Detrez, Bruckner, mais aussi de Camus, Lévi-Strauss, Aron et Revel, sans oublier les romans de Gérard de Villiers, Mauricio Segura rappelle que si le héros tiers-mondiste court le monde, c’est autant pour saisir l’Autre que pour se comprendre lui-même.
