In the wealth of literature on state failure, surprisingly little attention has been paid to the question of what constitutes state success and what enables a state to succeed. This book is a joint project of the International Peace Academy and the United Nations University and examines the strategies and tactics of international actors, local political elites, and civil society groups to build or rebuild public institutions before they reach the point of failure: to make the state work.It is frequently assumed that the collapse of state structures, whether through defeat by an external power

In the original euphoria that attended the virtually simultaneous demise of so many dictatorships in the late 1980s and early 90s, there was a widespread belief that problems of 'transition' basically involved shedding a known past, and replacing it with an also-known future. This volume surveys and contributes to the prolific debates that occurred in the years between the collapse of communism and the enlargement of the European Union regarding the issues of constitutionalism, dealing with the past, and the rule of law in the post-communist world. Eminent scholars explore the issue of transitional justice, highlighting the distinct roles of legal and constitutional bodies in the post-transition period. The introduction seeks to frame the work as an intervention in the discussion of communism and transition-two stable and separate points-while emphasizing the instability of the post-transition moment.

This publication is the result of a joint interdisciplinary project of the International Peace Academy and the United Nations University. It focuses on situations when state structures begin to break down or collapse, encompassing a range of crises from states in which basic public services are neglected to the total collapse of governance. It looks at the roles and responsibilities of key actors in the situation in relation to their own populations and the international community, and considers the lessons that can be drawn from a range of countries to develop effective strategies to address such situations.

The word 'legitimacy' is seldom far from the lips of practitioners of international affairs. The legitimacy of recent events - such as the wars in Kosovo and Iraq, the post-September 11 war on terror, and instances of humanitarian intervention - have been endlessly debated by publics around the globe. And yet the academic discipline of IR has largely neglected this concept. This book encourages us to take legitimacy seriously, both as a facet of international behaviour withpractical consequences, and as a theoretical concept necessary for understanding that behaviour. It offers a comprehensive
