Abstract

After the 1998 Russian economic crisis, there are new opportunities for sustained growth in many countries of the former Soviet Union. Against this backdrop, the authors of this book analyze the dynamics of macroeconomic and structural developments in Eastern Europe and Russia, with special attention paid to problems of international and national integration, "Dutch disease" and natural resource dependency, and distortions in institutional reforms. The analysis also sheds light on how these problems have implications for cooperation among OECD-countries. A critical focus is on institutional adjustment and learning, human capital formation, trade and foreign investment. The political economy challenges of stability and growth in the region are highlighted. New empirical findings and comparative policy analysis - including in the field of natural resource policy - are major elements in this publication.

Abstract

The aim of this book is to analyse specific sets of macro and structural policies in selected Eastern European countries. The book includes studies on the major Western CIS (Commonwealth of Independent States) countries, Belarus, Russia and Ukraine, plus a set of cross-country and regional studies. The focus is on the link between sustained economic growth and macro and structural economic policies in the CIS countries where recovery lagged until recently. By analysing how government policy can affect the relevant variables and behavioural framework in an economy and how these countries can achieve stability and engage in micro-structural reforms for long-run growth, the book contributes importantly to the discussion about the economic prospects of the CIS countries.

This Occasional Paper examines the progress toward income convergence achieved by the EU's eight Central and Eastern European countries thus far, the prospects for further income convergence over the medium term, and the policy challenges that these countries will face in facilitating the catch-up process" -- vii.
