This 2006 book reviews fifty years of research on politics in Africa. It synthesizes insights from different scholarly approaches and offers an interpretation of the knowledge accumulated over the years. It discusses how research on African politics relates to the study of politics in other regions. It focuses on such key issues as the legacy of a movement approach to political change, the nature of the state, the economy of a location, the policy deficit, the agrarian question, gender and politics and ethnicity and conflict. It ends by reviewing what scholars agree upon and what the accumulated knowledge offers as insights for more effective political and policy reforms. This book is for undergraduate and graduate courses in African and Comparative Politics as well as development-oriented courses in Political Science and related disciplines. It is also of great relevance to governance and development analysts and practitioners in international organizations.

Over the past three decades the developing world has seen increasing devolution of political and economic power to local governments. Decentralization is considered an important element of participatory democracy and, along with privatization and deregulation, represents a substantial reduction in the authority of national governments over economic policy. The contributors to Decentralization and Local Governance in Developing Countries examine this institutional transformation from comparative and interdisciplinary perspectives, offering detailed case studies of decentralization in eight countries: Bolivia, Brazil, China, India, Indonesia, Pakistan, South Africa, and Uganda. Some of these countries witnessed an unprecedented "big bang" shift toward comprehensive political and economic decentralization: Bolivia in 1995 and Indonesia after the fall of Suharto in 1998. Brazil and India decentralized in an uneven and more gradual manner. In some other countries (such as Pakistan), devolution represented an instrument for consolidation of power of a nondemocratic national government. In China, local governments were granted much economic but little political power. South Africa made the transition from the undemocratic decentralization of apartheid to decentralization under a democratic constitution. The studies provide a comparative perspective on the political and economic context within which decentralization took place, and how this shaped its design and possible impact.ContributorsOmar Azfar, Gianpaolo Baiocchi, Pranab Bardhan, Shubham Chaudhuri, Ali Cheema, Jean-Paul Faguet, Bert Hofman, Kai Kaiser, Philip E. The traditional understandings that structure the relationships between public servants and the wider political system are said to have undergone considerable change. But what are these formalized and implicit understandings? What are the key dimensions of such bargains? In what conditions do bargains rise and fall? And has there been a universal and uniform change in these bargains? The Politics of Public Service Bargains develops a distinct perspective to answer these questions. It develops a unique analytical perspective to account for diverse bargains within systems of executive government.

Thomas Hörber analyses the building process of European integration. He shows the parliamentary discourses of France, Germany and Britain to be representative of the national position of these states towards the developing concept of 'Europe'. He covers all key events and developments of the time which had an impact on the European integration process and provides an explanation for the convergence of national discourses towards a common Europe. This development was by no means a given and the analysis of parliamentary debates shows for the first time how vigorous the debates were on European integration in the 1950s, and how, despite setbacks (notably the failure of the European Defence Community), the discussion went in favour of integration.
