Abstract

The concept of environmental security  has emerged as one basis for understanding international conflicts. This phrase can mean a variety of things. It can signify security issues stemming from environmental concerns or conflicting needs, or it can mean that the environment is treated as a resource for the long term, and the question is what should be done today to preserve the quality of the environment in the future. In the same way that energy security is about ensuring access to energy for the long run, it can also mean that pressing environmental concerns create a situation where different countries and communities are forced to collaboratively design a unified response, even if cooperation is not generally in the logic of their relations. Over the last several years, the authors of this book and their colleagues have tried to demonstrate the power of risk assessment and decision analysis as valuable tools that decision makers should use for a broad range of environmental problems, including environmental security. Risk analysis is almost more a state of mind or a way of looking at problems than it is a kind of algorithm or a set of recipes. It projects a kind of rationality on problems and forces a certain degree of quantitative rigor, as opposed to the all too common tendency of making environmental recommendations based on anecdotal evidence.

Abstract

Abstract

Numerical weather prediction is receiving increased attention as weather forecasters aim to improve the numerical models used to forecast the weather. This is a textbook on global spectral modeling, which is an important component for global weather forecasts at numerous operational centers. This book covers all areas of model development including numerical analysis, treatment of clouds, mountains, radiation, precipitation processes, and the surface layers over land and the ocean. The objectives of this book are to provide a systematic and sequential background for students, researchers, and operational weather forecasters in order to develop comprehensive weather forecast models. This is designed for a one semester introductory graduate level course on weather prediction methodologies. As a prerequisite it requires a basic background in meteorology, applied mathematics, and numerical analysis.

Abstract

The electricity systems of many countries are currently undergoing a process of transformation. Market liberalization has induced major mergers and acquisitions in the electricity sector, but has also forced companies to seek out new business areas. Environmental regulations, like the Kyoto process and the European Emissions Trading Scheme, are exposing the sector to external pressure. New technologies - such as renewable energy, combined heat and power (CHP), or clean coal  technologies - are emerging. Recent worldwide experiences with blackouts have once more put security of supply on the agenda. In Germany, the nuclear phase-out and decommissioning of outdated coal plants will lead to a need for replacement of more than one third of the current generation capacity by 2020. The need for replacement is an extremely important driving force for the current transformation, forcing conventional and new technologies to compete for a role in the future energy supply. The overall transformation of electricity systems is neither driven nor shaped by technical or societal modifications alone, but rather by a rich diversity of processes in the realms of technology, politics, society and economy.
