Det politiske mål er at understrege og vægte en langsigtet indsats for udbredelsen af vedvarende energi, også i de tyndt befolkede områder, samt gennem det estnordiske samarbejde at sætte fokus på samarbejdet med Nordens naboer mod vest, især i Canada og på Shetlandsøerne. Andre vigtige samarbejdspartnere er Vestnordisk Råd, Arktisk Råd og Barentsrådet. De overordnede mål for TBO er at sætte fokus på Nordens og især Vestnordens tyndt befolkede områder ved at initiere og følge op på projekter, der har til formål at udveksle viden om decentraliseret kraftforsyning, som kan mindske afhængigheden af fossile brændsler. Et entralt element for dette mål er udnyttelsen af lokale vedvarende energikilder. at være sparringpartner og styregruppe for projekter, der afvikles i samarbejde med eller under TBO at formulere, udbyde og gennemføre projekter. Der vedlægges revideret mandat for 2007.
