Die Luftsicherheit beschäftigt Experten nicht erst seit dem 11. September 2001. Die Entwicklung in diesem Bereich verläuft seither auf nationaler, zwischenstaatlicher und europäischer Ebene jedoch besonders rasant und hat etwa das Luftsicherheitsgesetz, die EG-Verordnungen 2320/2002 bzw. 300/2008 und den Prümer Vertrag hervorgebracht. Selbst Fachleuten, die sich täglich mit diesen Vorschriften und ihrer Umsetzung befassen, fällt es schwer, sämtliche Neuerungen im Blick zu behalten und zu verstehen. Der vorliegende Band erörtert zahlreiche Spezialfragen, die sich aus den einschlägigen Vorschriften und ihrer Umsetzung ergeben, greift Anregungen aus der Praxis auf und entwickelt neue Lösungsansätze. Maritime security is a major challenge for the international community that cuts across a broad spectrum of scholarly disciplines and maritime operation. This volume provides in-depth analysis of current international and regional approaches to maritime security, cargo, port and supply chain security, maritime information sharing and capacity building. The work describes measures in place at multilateral and regional levels to improve information sharing and operational coordination regarding security threats to shipping, offshore installations and port facilities. Several chapters address measures aimed at reducing acts of piracy and armed robbery against shipping at sea. The decline of many living marine resources requires us to carefully examine the existing framework for ocean governance. The ability of states to opt out of, or even veto, measures adopted by marine conservation and management organizations is often discussed as a factor contributing to the present decline. This book examines the extent to which objection procedures, specific reservation provisions and vetoes (termed collectively as "exemptive provisions") have been utilized in the history of key marine conservation and management regimes and the impact they have had. Drawing upon classic treaty law, the law of reservations in particular, the law of the sea and the developing field of international environmental law, this book explores the evolving legal landscape that informs, and potentially limits, the use of exemptive provisions in marine conservation and management regimes.
