Très tôt cet ouvrage s'est imposé comme la référence sur le sujet, au sein d'une vaste littérature qui entendait expliquer la crise ouverte dans le syndicalisme français depuis la fin des années 1970. Jean-Marie Pernot éclaire, en effet, d'une perspective nouvelle la décomposition et la fragmentation syndicales, en les inscrivant dans leurs conditions historiques et en comparant le cas français aux autres pays d'Europe. Depuis une vingtaine d'années, le syndicalisme a perdu de son efficacité partout dans le monde et singulièrement en Europe. Pris dans ce mouvement d'ensemble, il a connu en France un affaiblissement plus précoce et plus radical qu'ailleurs. Cette désaffection a été amplifiée par la guerre de tous contre tous à quoi se ramènent trop souvent les relations intersyndicales. Surtout, le syndicalisme ne peut être isolé de ses interactions prolongées avec d'autres acteurs - le patronat et l'État. Or, sous l'essor des politiques néolibérales, l'État a modifié les règles du partenariat social. Il n'y a certes pas de raison unique à un phénomène de crise aussi durable ; mais dans la pluralité des causes, cette part prise par l'État dans la régulation du social est décisive.
