Takes on the question of how NATO, having successfully kept the peace in Europe in the twentieth century, can adapt to the challenges of the twenty-first. Contends that NATO retains value for the United States and Europe, but that it must expand its vision of collective defense in order to remain relevant and effective. This means recognizing the full range of threats that confront NATO members today and affirming that the alliance will respond collectively to an act (whether by an outside state or a nonstate entity) that imperils the political or economic security or territorial integrity of a member state. NATO has been a cornerstone of security in Europe, and of U.S. foreign policy, for six decades. But its ability to continue playing such a central role is unclear. This report takes a sober look at what the alliance and its members must do to maintain NATO's relevance in the face of today's strategic environment.

How do once bitter enemies move beyond entrenched rivalry at the diplomatic level? In one of the first attempts to apply practice theory to the study of International Relations, Vincent Pouliot builds on Pierre Bourdieu's sociology to devise a theory of practice of security communities and applies it to post-Cold War security relations between NATO and Russia. Based on dozens of interviews and a thorough analysis of recent history, Pouliot demonstrates that diplomacy has become a normal, though not a self-evident, practice between the two former enemies. He argues that this limited pacification is due to the intense symbolic power struggles that have plagued the relationship ever since NATO began its process of enlargement at the geographical and functional levels. So long as Russia and NATO do not cast each other in the roles that they actually play together, security community development is bound to remain limited.

NATO member states are all undergoing some form of military transformation. Despite a shared vision, transformation has been primarily a US-led process centered on the exploitation of new information technologies in combination with new concepts for "networked organizations" and "effects-based operations." Simply put, European states have been unable to match the level of US investment in new military technologies, leading to the identification of a growing "transformation gap" between the US and the European allies. This book assesses the extent and trajectory of military transformation across a range of European NATO member states, setting their transformation progress against that of the US, and examining the complex mix of factors driving military transformation in each country. It reveals not only the nature and extent of the transatlantic gap, but also identifies an enormous variation in the extent and pace of transformation among the European allies, suggesting both technological and operational gaps within Europe.

NATO's success in Afghanistan--or lack thereof--will have significant implications for the alliance itself. Eisenhower's lasting military legacy, in light of his evolving approach to the concept of unified command. Examining Eisenhower's career from his West Point years to the passage of the 1958 Defense Reorganization Act, David Jablonsky explores Eisenhower's efforts to implement a unified command in the U.S. military-a concept that eventually led to the current organization of the Joint Chiefs of Staff and that, almost three decades after Eisenhower's presidency, played a major role in defense reorganization under the Goldwater-Nichols Act. In the new century, Eisenhower's approach continues to animate reform discussion at the highest level of government in terms of the interagency process.
