Abstract

La crise économique et financière mondiale a fait ressortir la nécessité et l'urgence de "rompre avec le passé" et, par une action internationale concertée, de promouvoir un développement mondial plus stable et plus équitable. La crise a brutalement arappelé que si l'ona ttendait qu'ils se corrigent d'eux-mêmes, les inégalités et les déséquilibres économiques et sociaux, dans et entre les pays, auraient probablement des conséquences néfastes et destructrices, en particulier pour les pays et les communautés vulnérables. Ce rapport 2010 met l'accent sur le cycle d'expansion-récession qu'ont connu les pays les moins avancés (PMA) au crous de la dernière décennie et propose d'autres voies pour la décennie à venir. Alors que la croissance économique mondiale s'est accélérée au cours des deix premières années du nouveau millénaire, les PMA sont restés en marge de l'économie mondiale en raison de leurs faiblesses structurelles et des caractéristiques d eleur intégration dans l'économie mondiale. Ce rapport appelle à la maise en place d'une nouvelle architecture internationale du développement pour les PMA afin : a) d'inverser la marginalisation de ces pays dans l'économie mondiale et de les aider dans leurs efforts de rattrapage ; b) de soutenir une croissance économique et une diversification accélérées qui amélioreraient les conditions socioéconomiques en général de l'ensemble de la population de ces pays ; c) d'aider ces pays à sortir par le haut de la catégorie des PMA.
