Abstract

"This interdisciplinary study discusses the development, economics, and politics of North Cyprus, a divided state since 1960 when sovereignty was surrendered by the British to both Greek and Turkish Cypriots. Author Ozay Mehmet demonstrates that, as a microstate with an area of just 3,442 square kilometers, North Cyprus possesses certain inherent comparative economic advantages in the service sectors that enable it to be sustainable in today's rapidly globalizing and competitive economic world." "Mehmet bases his arguments for the potential sustainability of North Cyprus on the concept of economic rationalism, in which participating parties work to optimize their own self-interest. In an ethnic conflict like that of North Cyprus, the logic of optimization demands a rational, free, and objective balancing of competing interests to reach an agreed solution. The economic rationalist approach sharply contrasts with the highly emotional political, historical, cultural, and legal approaches that have thus far dominated the study and discussion of the Cyprus problem, approaches that have largely resulted in a protracted conflict. While recognizing the negative forces of ethnic tension and the very real possibility of a continued divided Cyprus state, Sustainability of Microstates presents a largely optimistic view. Mehmet seeks to unleash the forces of convergence that may be deduced from economic rationalism, and is unwavering in his conviction of the ultimate sustainability of North Cyprus."--Jacket.

Abstract

The most recent EU-enlargements have considerably increased the number of small member states. In the EU-27, 19 countries have fewer votes in the Council of Ministers than the EU-average. These small states face a series of size-related disadvantages in day-to-day EU negotiations. Against this backdrop the book asks: are some small states better at coping with structural disadvantages than others? How active are small states in participating in day-to-day EU negotiations and why do some states use negotiation strategies more frequently than others? Under which conditions are the different negotiation strategies effective and when can small states punch above their weight? Based on more than 100 interviews with policy-makers and an analysis of a unique database on the negotiation activities of EU member states, this book explains how active participation is essential for the shaping success of small states and shows that small states are more influential with persuasion-based rather than bargaining-based strategies. Two case studies on the pesticides and the spirit drinks regulations further reveal that persuasion strategies are especially effective if the arguments match the nature of the issue at stake and resonate well with prior beliefs of addressees. No other study comprehensively analyzes small states in a comparative perspective, examines their activity levels in EU negotiations and outlines which conditions are needed for the effectiveness of a broad range of strategies. This is an indispensable resource for students and researchers interested in how and under which conditions small states can influence policies in negotiations beyond the nation-state.

Abstract

Most European countries are rather small, yet we know little about their monetary history. This book analyses for the first time the experience of seven small states (Austria, Belgium, Denmark, The Netherlands, Norway, Sweden, and Switzerland) during the last hundred years, starting with the restoration of the gold standard after World War I and ending with Sweden's rejection of the Euro in 2003. The comparative analysis shows that for the most part of the twentieth century the options of policy makers were seriously constrained by a distinct fear of floating exchange rates. Only with the crisis of the European Monetary System (EMS) in 1992-3 did the idea that a flexible exchange rate regime was suited for a small open economy gain currency. The book also analyses the differences among small states and concludes that economic structures or foreign policy orientations were far more important for the timing of regime changes than domestic institutions and policies.
