This paper examines the export behavior of Dominican Republic exporters following the implementation of the Dominican Republic-Central America Free Trade Agreement in 2007. Using a firm-level dataset for 2002-2009, the authors investigate the effects of a tariff reduction on the extensive margin. The analysis distinguishes the impact on the entry of new firms, exports of new products, and entry into the Agreement's markets. The paper analyzes whether the agreement prevents incumbent exporters from exiting the market. The results suggest that tariff cuts have a positive although small effect on the extensive margin. A decline in tariffs also seems to reduce the probability of exit, but the effect is small. The evidence calls for complementary policies aiming at helping exporters maximize the benefits of the agreement.

This paper offers new measures of aid quality covering 38 bilateral and multilateral donors, as well as new insights about the robustness and usefulness of such measures. The 2005 Paris Declaration on Aid Effectiveness and the follow-up 2008 Accra Agenda for Action have focused attention on common donor practices that reduce the development impact of aid. Using 18 underlying indicators that capture these practices - derived from the OECD-DAC's Survey for Monitoring the Paris Declaration, the new AidData database, and the DAC aid tables - the authors construct an overall aid quality index and four coherently defined sub-indexes on aid selectivity, alignment, harmonization, and specialization. Compared with earlier indicators used in donor rankings, this indicator set is more comprehensive and representative of the range of donor practices addressed in the Paris Declaration, improving the validity, reliability, and robustness of rankings. One of the innovations is to increase the validity of the aid quality indicators by adjusting for recipient characteristics, donor aid volumes, and other factors. Despite these improvements in data and methodology, the authors caution against overinterpretation on overall indexes such as these. Alternative plausible assumptions regarding weights or the inclusion of additional indicators can still produce marked shifts in the ranking of some donors, so that small differences in overall rankings are not meaningful. Moreover, because the performance of some donors varies considerably across the four sub-indexes, these sub-indexes may be more useful than the overall index in identifying donors' relative strengths and weaknesses.

In een tijdspanne van 12 jaar heeft Laurent Ney een uitzonderlijke plaats ingenomen in de lokale architectuurproductie. Enerzijds werkte hij samen met nagenoeg alle Belgische ontwerpers die bezig zijn met kwalitatieve architectuur. Anderzijds stond hij zelf in voor de realisatie van een reeks kunstwerken: bruggen en passerelles die her en der hun plaats vonden in het Belgische landschap. Shaping Forces is de eerste monografische tentoonstelling die gewijd is aan het oeuvre van Laurent Ney. Aan de hand van een selectie van een 20-tal projecten biedt de tentoonstelling een overzicht van zijn productie van de afgelopen 12 jaar. Maar zoals de titel aangeeft wil de tentoonstelling eveneens een reflectie op gang brengen over zijn ontwerpmethodologie. In zijn zoektocht naar de optimale vorm, beschouwt Laurent Ney krachten als de grondstof waaruit de ingenieur zijn structuur als een sculptuur tot stand brengt. Vormen en krachten zijn onlosmakelijk verbonden. De tentoonstelling wordt doorkruist door een aantal constanten in de ontwerpmethode van Laurent Ney. Ze toont ons een ingenieur die aan de hand van thema’s als geometrie, hiërarchie, typologie en context, reflecteert over zijn eigen werk. De tentoonstelling presenteert een grote hoeveelheid schaalmodellen die per project de verschillende stadia in het ontwerpproces illustreren. Doordat de schaal van deze maquettes telkens verschilt – de grootte ervan blijft immers constant – wordt ingezoomd op het vormelijk onderzoek waarin telkens opnieuw het beeldhouwen en vormgeven van krachten aan de orde wordt gesteld. Deze voorstudies worden aangevuld met monumentale schaalmodellen, grote plannen, foto’s van de gerealiseerde projecten en computersimulaties. Zo biedt de tentoonstelling de bezoeker een geprivilegieerde blik in de werkwijze van Laurent Ney.

Caught between violent partners and the bureaucratic complications of the US Immigration system, many immigrant women are particularly vulnerable to abuse. For two years, Roberta Villalón volunteered at a nonprofit group that offers free legal services to mostly undocumented immigrants who had been victims of abuse. Her innovative study of Latina survivors of domestic violence explores the complexities at the intersection of immigration, citizenship, and violence, and shows how inequality is perpetuated even through the well-intentioned delivery of vital services. Through archival research, participant observation, and personal interviews, Violence Against Latina Immigrants provides insight into the many obstacles faced by battered immigrant women of color, bringing their stories and voices to the fore. Ultimately, Villalón proposes an active policy advocacy agenda and suggests possible changes to gender violence-based immigration laws, revealing the complexities of the lives of Latina immigrants as they confront issues of citizenship, gender violence, and social inequalities.
