Concerns regarding arms transfers to sub-Saharan Africa are widespread and have motivated worldwide efforts to control arms flows. Although volumes of arms transferred to the region are low by global standards, even supplies of relatively small quantities of older weapons can have a notable impact on conflicts. This detailed report provides a tour d'horizon of recent developments in arms transfers to both governments and rebel groups in sub-Saharan Africa. It highlights the secrecy that surrounds arms procurement decisions, which hinders assessments of whether arms are being acquired for legitimate reasons and will contribute to the peace and security of sub-Saharan Africa.

"This third volume deals with the question of the control of weaponry, from the Bronze Age to the Nuclear Age. In doing so, it divides into two parts: namely, conventional weapons and Weapons of Mass Destruction. The examination of the history of arms control of conventional weapons begins with the control of weaponry so that one side could achieve a military advantage over another. This pattern, which only began to change centuries after the advent of gunpowder, was later supplemented by ideals to control types of conventional weapons because their impacts upon opposing combatants were inhumane. By the late twentieth century, the concerns over inhumane conventional weapons were being supplemented by concerns over indiscriminate conventional weapons. The focus on indiscriminate weapons, when applied on a mass scale, is the core of the second part of the volume. Weapons of Mass Destruction are primarily weapons of the latter half of the twentieth century. Although both chemical and biological warfare have long historical lineages, it was only after the Second World War that technological developments meant that these weapons could be applied to cause large-scale damage to non-combatants. thi is unlike uclear weapons, which are a truly modern invention. Despite being the newest Weapon of Mass Destruction, they are also the weapon of which most international attention has been applied, although the frameworks by which they were contained in the last century, appear inadequate to address the needs of current times. "This second book on civilians examines four different topics. The first topic deals with the targetting of civilians in times of war. La question des enjeux de l'armement et du desarmement nucleaires s'insere dans une actualite diplomatique et strategique tres dense. Depuis la fin de la guerre froide, d'anciens officiers et des hommes politiques toujours plus nombreux ont publiquement remis en cause le role des armements nucleaires, contribuant ainsi a une evolution de l'opinion publique. En avril 2009, le president Barack Obama a egalement renforce les espoirs en matiere de desarmement lors de son fameux discours de Prague sur un monde sans armes nucleaires. Ces memes espoirs furent encore consolides par la signature, le 8 avril 2010, d'un nouveau traite START (Strategic Arms Reduction Talks), entre les Etats-Unis et la Russie. Parallelement, d'autres voix se sont fait entendre pour le maintien des arsenaux nucleaires parmi les Etats detenteurs.Sans pretendre a l'exhaustivite, le present ouvrage vise a analyser le probleme des armements et du desarmement nucleaires du point de vue euro-atlantique. This collection of articles represents Professor Williamson Murray's efforts to elucidate the role that history should play in thinking about both the present and the future. They reflect three disparate themes in Professor Murray's work: his deep fascination with history and those who have acted in the past; his fascination with the similarities in human behavior between the past and the present; and his belief that the study of military and strategic history can be of real use to those who will confront the daunting problems of war and peace in the twenty-first century. The first group of essays addresses the relevance of history to an understanding of the present and to an understanding of the possibilities of the future. The second addresses the possible direct uses of history to think through the problems involved in the creation of effective military institutions. The final group represents historical case studies that serve to illuminate the present.
