Abstract

The world is facing several serious challenges at the close of the fossil and nuclear energy regime: the limited resources of cheap conventional oil can only be surmounted by tapping unconventional oil reserves, e.g. deep sea oil. The explosion of the oil platform Deepwater Horizon in 2010 and the subsequent oil spill caused enormous damage, which even a year later cannot be fully estimated. Another even more important threat emanating from the fossil and nuclear energy regime has been brought to our attention by the Fukushima disaster. Last but not least, the problem of climate change caused by an increase in greenhouse gas emissions is looming, despite the fact that the international community has agreed on a considerable reduction of these emissions. Is this poor result of the Kyoto Protocol and the failure of successive climate conferences the consequence of a preference for the use of market-based instruments? The majority of climate scientists, economists, and politicians believe in the efficiency of “cap-and-trade” regulations. They even conceive them as a constituent ingredient of a “Green New Deal” or “Global Green Recovery”. The contributions in this volume provide a critical examination of the theoretical foundations, the political implications, and the empirical experiences of the application of market mechanisms and financial instruments to climate policy.

Abstract

Un bilan de l'état actuel de nos connaissances sur le changement climatique, sur ses impacts et sur les solutions à apporter pour l'atténuer. Spécialiste en physique de l'atmosphère et ancien membre du Groupe d'experts intergouvernemental sur l'évolution du climat (GIEC), Sir John Houghton est l'un des rares scientifiques du monde qui puisse légitimement qualifier son ouvrage d'" état des lieux complet " sur le changement climatique. Dans ce livre, il y expose, en douze chapitres, les dernières découvertes en climatologie et les dernières projections concernant les impacts du changement climatique au XXIe siècle, mais également les stratégies d'adaptation et d'atténuation qui existent. Ainsi, il montre, par exemple, comment ralentir ou stabiliser le changement climatique en réduisant les émissions de gaz à effet de serre générées par les activités humaines. Abstract

Americans are waking up to the realization that global warming poses real challenges to the nation’s prosperity. In The Agile City, journalist and urban analyst James S. Russell engages the million dollar question: what do we do about it? The answer lies in changing our fundamental approach to growth. Improved building techniques can readily cut carbon emissions by half, and some can get to zero. These cuts can be affordably achieved in windshield-shattering desert heat and the bone-chilling cold of the north. Intelligently designing our towns, suburbs, and cities could reduce commutes and child chauffeuring to a few miles or eliminate it entirely. Who wouldn’t want a future like that?
