Abstract

Modern societies are increasingly confronted with forms of violence that appear unpredictable and uncontrollable. Are the existing control regimes such as police, state surveillance institutions, and legal systems able to effectively contain phenomena such as school shootings, terrorism, or violence in fragile states, and what would help them become more effective? What is the relationship between state rule and self-control in limiting violence? Taking an historically and internationally comparative perspective, the contributors to this innovative book examine these violent phenomena as well as the preconditions and mechanisms of their control. Taking into consideration the fundamentally ambivalent character of control, they explore how institutions and strategies of control retroact on and thus re-shape societies. Moreover, they address general aspects of violence control in modern societies such as the concept of individual self-control, the impact of changing social institutions and the role of religion. The contributions to this volume explore violence on the micro-, meso-, and macro-levels of social organization, creating a cohesive theoretical framework for understanding violence on each of these levels. Control of Violence in Modern Societies will be of great interest to researchers studying violence, particularly to those studying the phenomenon in a global context, be it from a criminological, a sociological or from a public health perspective.

Abstract

Countries undergoing major social and legal transitions typically experience a light, but relatively insignificant, increase in crime. However, in the past decade, many transitional countries in Eastern Europe, and Russia in particular, have experienced a surge in criminal activities that came about through the collaboration of diverse players such as criminals, state officials, businesspersons, and law enforcement into organized networks aimed to obtain financial and economic gains. In this process, two interdependent tendencies have become apparent: the "economization" of organized crime and the increased organization of economic crime itself. Both trends have led to a fundamentally new phenomenon in Russia, the Organized Corruption Network (OCN), which is a symbiosis that is a direct result of corruption, organized crime and economic crime within the Yeltsin and the Putin times. Russian Organized Corruption Networks and their International Trajectories aims to investigate the new phenomenon of OCN. This book addresses the fundamental changes that have taken place in Russia in the last five to seven years, including the increasing crime in the economy and the shift of power from organized crime/ mafia-like organizations to the Organized Corruption Networks.

Abstract

Murder and Politics in Mexico studies the causes of political killings in Mexico's liberalization-democratization within the larger context of political repression. Mexico's democratization process has entailed a little known, but highly significant cost of human lives in pre- and post-election violence. The majority of these crimes remain in a state of impunity: in other words, no person had been charged with the crime and/or no investigation of it had occurred. This has several consequences for Mexican politics: when the level of violence is extreme and when political killings are involved that are systematic and pervasive, this could indicate a real fracture in the democratic system. This book analyzes several dimensions regarding impunity and political crime, more specifically, the political killings of members of the PRD in the post-1988 period in Mexico. The main argument proposed in this book is that impunity for political killings is a structured system requiring one central precondition, namely the failure of the legal system to function as a system of restraint for killings. Dr Schatz's research finds that political assassinations are indeed rational, targeted actions but they do not occur within an institutional vacuum. They are caused by multiple, interacting factors that involve the political, legal and criminal justice systems. As a form of interpersonal violence, political assassination involves direct or implied authorization from political leaders, the availability of assassins for hire and the willingness of some political leaders to utilize them against political opponents, and violent interactions between political parties combined with judicial system ineffectiveness. A corrupt legal system facilitates the use of political assassinations and explains the persistence of impunity for political murder over time. To reduce political violence in the transition to electoral democracy, specific institutional conditions, namely a structured system of impunity for murder, must be overcome.

Since 9/11, the threat of terrorism has become a key issue in police agencies throughout the world. How should the police change to counter terrorism threats? What implications do such changes have for traditional responsibilities of the police like combating crime, or in the resources or focus of modern police agencies? To Protect and To Serve: Policing in an Age of Terrorism brings together distinguished American and Israeli policing scholars, who pool their knowledge and experience to shed light on what has happened to policing since the turn of the century, and what trends can be expect over the next few decades. To Protect and To Serve begins by asking what terrorism is and what forms it takes, and discusses how it raises new questions for democratic societies and democratic policing. While many scholars and lay people take for granted the fact that the police should play a central role in the fight against terrorism, the volume also examines critically the rationale for the police role. Accordingly a chapter also examines the role that the police should play in the complex task of preventing, and responding to terror, and responding to the outcomes of terror? Another chapter begins with a description of the specific strategies and tactics that police agencies have developed to deal with terrorism (and the outcomes of terrorism), and assesses what works both in preventing terrorism and in dealing with its consequences. A critical issue that has received comparatively little attention is addressed in another chapter, which examines how police agencies responded organizationally to the added responsibilities of fighting terrorism. Finally, the book also examines the impact of fighting terrorism on minority and majority communities, and the questions of legitimacy that are raised by new roles that police take on.
