Abstract

In Legislating International Organization, Kathryn Lavelle argues against the commonly-held idea that key international organizations are entities unto themselves, immune from the influence and pressures of individual states' domestic policies. Covering the history of the IMF and World Bank from their origins, she shows that domestic political constituencies in advanced industrial states have always been important drivers of international financial institution policy. Lavelle focuses in particular on the U.S. Congress, tracing its long history of involvement with these institutions and showing how it wields significant influence. Drawing from archival research and interviews with members and staff, Lavelle shows that Congress is not particularly hostile to the multilateralism inherent in the IMF and World Bank, and has championed them at several key historical junctures. Congress is not uniformly supportive of these institutions, however. As Lavelle illustrates, it is more defensive of its constitutionally designated powers and more open to competing interest group concerns than legislatures in other advanced industrial states. Legislating International Organization will reshape how we think about how the U.S. Congress interacts with international institutions and more broadly about the relationship of domestic politics to global governance throughout the world. This is especially relevant given the impact of 2008 financial crisis, which has made the issue of multilateralism in American politics more important than ever

Abstract

A useful but little known feature of the IMF’s Government Finance Statistics Yearbook (GFSY) is the information on the structure of governments. Institutional tables, included in the GFSY, provide detail on the central, state, and local levels of governments, social security, and extrabudgetary units. We refer to the main levels of government as GL1, GL2, and GL3 in ascending order of institutional coverage. We present maps of the various levels of government for 74 countries to illustrate the usefulness of this database and make it more accessible to users. The maps provide information about how centralized or decentralized government finances and employment are and their size relative to the overall economy. Government map data facilitate the monitoring of fiscal policy and fiscal rules.

Abstract

This abstract discusses Benin’s poverty reduction strategy (PRS1). The PRS1 serves as both a strategic frame of reference and a framework for dialogue with technical and financial partners (TFPs). The six major phases involved in the preparation of the growth and poverty reduction strategy (GPRS) and design of the macroeconomic and budgetary framework have been explained in this paper. The impact of macroeconomic and budgetary framework on the attainment of the MDGs and on the poverty reduction is also reviewed.

Abstract

Burkina Faso has set up ambitious developmental goals and outlined policies and reforms to reach these goals under the Strategy for Accelerated Growth and Sustained Development (SCADD). It is recognized that poverty alleviation is a long-term challenge, and there is greater scrutiny of the implementation process to ensure effectiveness. It will be important to increase the priority given to good governance, accountability, and inclusive growth. The main objective is to achieve strong and sustained economic growth. The Executive Directors encourage the government to address the shortcomings identified.

Abstract

This paper reports on progress made on Nicaragua’s National Human Development Plan as of 2010. The operational goal for Nicaragua’s National Human Development Plan is economic growth with increased employment and reduced inequality and poverty. The results for 2007–10 highlight a significant reduction in inequality among Nicaraguans based on better distribution of income and consumption. This has been possible owing to redistributive government policies with positive results, economic recovery, and positive economic growth in the midst of a world financial and economic crisis.

Abstract

The Poverty Reduction Strategy Paper (PRSP) describes The Gambia’s macroeconomic, structural, and social policies in support of growth and poverty reduction, external financing needs, and major sources of financing. Since PRSP I had experienced some setbacks during its implementation, PRSP II has been formulated with revised strategies to achieve Vision 2020 and the Millennium Development Goals (MDGs) of reducing poverty globally. Based on a detailed analysis, the authorities provided some specific recommendations for the long-term sustainability of the program in terms of priorities and operational modalities.

Abstract

The Netherlands has a long-standing legal framework concerning Anti-Money Laundering and Combating the Financing of Terrorism preventive measures, which dates back to 1993. The legal framework for Customer Due Diligence is generally adequate; however, a number of provisions are problematic. The Dutch system of preventive measures emphasizes the risk-based approach, complemented by a principles-based approach. The principles-based approach should be better supported with guidance for financial institutions. Although most elements of the Suspicious Transaction Report reporting requirements are in place, the reporting regime has one minor legal shortcoming and raises effectiveness concerns.
