Since the inception and design of Canada's Employment Insurance (EI) program, the Canadian economy and labour market have undergone dramatic changes. It is clear that EI has not kept pace with those changes, and experts and advocates agree that the program is no longer effective or equitable. Making EI Work is the result of a panel of distinguished scholars gathered by the Mowat Centre Employment Insurance Task Force to analyze the strengths, weaknesses, and future directions of EI. The authors identify the strengths and weaknesses of the system, and consider how it could be improved to better and more fairly support those in need. They make suggestions for facilitating a more efficient Canadian labour market, and meeting the human capital requirements of a dynamic economy for the present and the foreseeable future. The chapters that comprise Making EI Work informed the task force's final recommendations, and form an engaging dialogue that makes the case for, and defines the parameters of, a reformed support system for Canada's unemployed. Alors que l'Europe célèbre en 2012 l'Année européenne du vieillissement actif et de la solidarité entre les générations, ce livre revient sur la mise en œuvre d'une politique de "vieillissement actif" en Belgique, à travers le prisme de l'outplacement généralisé aux 45 ans et plus. Situant les origines internationales du "vieillissement actif," l'auteur rappelle d'abord que cette idée se réduit, une fois encore, à vouloir prolonger les carrières. Surtout, en s'appuyant sur l'observation de vingt candidats et d'une trentaine de consultants en outplacement, il explique comment ce dispositif organise une nouvelle manière de gérer les fins de carrière, de plus en plus "à distance" de l'État via l'intervention de ces consultants et via un report de la responsabilité de la quête d'emploi à charge de l'individu. L'inspiration foucaldienne lui permet de relier cette action publique (la conduite des conduites) et le travail sur soi (la conduite de soi) dans un seul et même mouvement au cœur des pratiques des professionnels de l'outplacement. Si l'individu y est appelé à devenir "self-sufficient," l'analyse montre que tous n'y parviennent pas et que des formes de résistance se dessinent. In fine, si le but de cette action publique est de "remettre le sujet au cœur du débat," ses effets paradoxaux appellent un regard sociologique renouvelé auquel entend contribuer cet ouvrage.
