D'Étienne Clémentel à Briand, entre les deux guerres, des projets d'union douanière, de lien fédéral, ont été défendus par les gouvernements français. Un gouvernement issu de la défaite a donné son approbation à l'Europe hitlérienne, ternissant le rêve de Victor Hugo. Après la Libération, les gouvernements de la IVe République, avec Robert Schuman, Jean Monnet, René Pleven, Guy Mollet, ont inventé l'Europe supranationale, au nom de la sécurité et du rang de la France. Chaque président de la Ve République a dû affronter, comme de Gaulle, le processus d'unité, composer avec lui, tel Pompidou, l'apprivoiser comme Giscard d'Estaing, l'idéaliser comme Mitterrand, ou le bousculer, comme Chirac et Sarkozy. L'histoire des relations internationales a beaucoup évolué depuis le livre fondateur de Pierre Renouvin et Jean-Baptiste Duroselle en 1964. La première partie montre comment ces deux pionniers ont contribué à la métamorphose de cette discipline en la faisant sortir de la chrysalide de l'histoire diplomatique traditionnelle. Le point est également fait sur les autres écoles historiques nationales, ainsi que sur la façon dont les historiens internationalistes ont été et sont encore grandement influencés par l'évolution des autres sciences sociales. La deuxième partie pose la question des jeux d'échelles qui, dans l'espace et le temps, affectent la hiérarchie des puissances et les systèmes internationaux selon trois niveaux : le national, l'international et le transnational. La troisième partie interroge, voire dépasse la notion de « forces profondes » chère à Pierre Renouvin pour mesurer les « dynamiques » qu'elles induisent dans différents champs : l'économie, la sécurité, les mouvements de populations, les imaginaires et les pratiques culturelles. La quatrième partie reprend et renouvelle les thématiques préférées de Jean-Baptiste Duroselle en analysant le poids des acteurs et des milieux dans « les processus de décision » en matière de politique étrangère. Enfin, la dernière partie tient compte du fait que les historiens internationalistes français se sont intéressés à « l'Europe », aux problématiques spécifiques des relations intereuropéennes, de « l'ordre européen » et de « la construction européenne ».
