Abstract

Richard Hakluyt's 12-volume Principal Navigations Voyages Traffiques and Discoveries of the English Nation, originally published at the end of the sixteenth century, and reissued by the Cambridge Library Collection in the edition of 1903-5, was followed in 1625 by Hakluytus Posthumus or, Purchas his Pilgrimes, now reissued in a 20-volume edition published in 1905-7. When first published in four folio volumes, the work was the largest ever printed in England. An Anglican priest, Samuel Purchas (1577-1626) was a friend of Hakluyt, and based his great work in part on papers not published by Hakluyt before his death. As well as being a wide-ranging survey of world exploration, it is notable as an anti-Catholic polemic, and a justification of British settlement in North America. Volume 17 concentrates on South America, with a voyage through the Straits of Magellan, the conquest of Peru, and historical material on the Incas.

Abstract

In this groundbreaking study on the intersection of race, science, and politics in colonial Latin American, José Jouve Martín explores the reasons why the city of Lima, in the decades that preceded the wars of independence in Peru, became dependent on a large number of bloodletters, surgeons, and doctors of African descent. The Black Doctors of Colonial Lima focuses on the lives and fortunes of three of the most distinguished among this group of black physicians: José Pastor de Larrinaga, a surgeon of controversial medical ideas who passionately defended the right of scientific learning for Afro-Peruvians; José Manuel Dávalos, a doctor who studied medicine at the University of Montpellier and played a key role in the smallpox vaccination campaigns in Peru; and José Manuel Valdés, a multifaceted writer who became the first and only person of black ancestry to become a chief medical officer in Spanish America. By carefully documenting their actions and writings, The Black Doctors of Colonial Lima illustrates how medicine and its related fields became areas in which the descendants of slaves found opportunities for social and political advancement, and a platform from which to engage in provocative dialogue with Enlightenment thought and social revolution.

Abstract

This Selected Issues paper assesses empirically the motives and effectiveness of foreign exchange (FX) interventions in Peru. The results of the study indicate asymmetries both in the Central Reserve Bank of Peru’s reaction function and in the effectiveness of FX interventions. Probit estimates of the likelihood of FX purchases and sales, in the first stage of the regression, show that both forms of intervention are targeted at leaning against the wind; that is, resisting appreciation in the former case and resisting depreciation in the latter. But only FX sales, not FX purchases, react to volatility. Similarly, instrumental variable regression results show evidence of asymmetry in the effectiveness of FX interventions.
