"Biopolitics and Utopia explores the intersection of biopolitics and utopian thought. As an interdisciplinary work, it addresses many salient biopolitical issues (state and medical interventions in the body, fears over scientific progress, resistance to state biopower, and ethical concerns), while also engaging in the utopian drive behind biopolitical efforts. The book is structured into four main sections: Actions, Speculations, Reactions, and Reflections. The chapters in Actions examine the practices of direct, medical intervention to 'normalize' citizens' bodies. The next section, Speculations, approaches the intersection of utopia and biopolitics through a literary lens, reviewing science fiction texts as expressions of cultural and social fears about scientific progress. Reactions outlines potential acts of resistance in the face of biopower. Finally, Reflections offers a more philosophical essay, which engages the reader in the potential for creating an ethics for scientific standards "--

"This book contributes towards EU studies and the growing discourse on law and public health. It uses the EU's governance of public health as a lens through which to explore questions of legal competence and its development through policy and concrete techniques, processes and practices, risk and security, human rights and bioethics, accountability and legitimacy, democracy and citizenship, and the nature, essence and 'future trajectory' of the European integration project. These issues are explored first, by situating the EU's public health strategy within the overarching architecture of governance and subsequently by examining its operationalisation in relation to the key public health problems of cancer, HIV/AIDS and pandemic planning. The book argues that the centrality and valorisation of scientific and technical knowledge and expertise in the EU's risk-based governance means that citizen participation in decision-making is largely marginalised and underdeveloped--and that this must change if public health and the quality, accountability and legitimacy of EU governance and its regulation are to be improved. Subsequently the book goes on to argue that the legitimating discourses of ethics and human rights, and the developing notion of EU (supra-)stewardship responsibility, can help to highlight the normative dimensions of governance and its interventions in public health. Wie läßt sich verhindern, daß je wieder Lager errichtet werden, in denen Menschen entrechtet, gequält oder gar ermordet werden? Daß diese Frage nach wie vor aktuell ist, belegen auch in heutigen Demokratien noch existierende Lager. Dieses Buch untersucht die bereits von Hannah Arendt entwickelte These, das Lager sei das Paradigma des modernen Raums. Die Perspektive verschärft sich im Zusammenhang mit der Diskussion um die Entstehung der Biopolitik bei Michel Foucault, der die Lager auf Praktiken der Produktion von Leben und die politische Kontrolle von Populationen seit dem 18. Jahrhundert zurückführt. Giorgio Agamben schließlich sieht in den Lagern die Matrix des Raums, in dem wir leben. Die Erörterung der vorliegenden Ansätze wird ergänzt durch Sondierungen der ästhetischen Bedingungen des Funktionierens von Lagern: Was ist ein Lager? Wie ist die Erfahrung des Lagers zu vermitteln? The shift to prevention and health promotion is an example of how policy makers aim to rationalise and organise both health systems and patients' health practices. By applying a perspective from empirical science & technology studies (STS), based on qualitative research methods, the chapters of this book present a view behind the scenes and zoom into the micropolitics of prevention and health promotion.
