Louis XIV s’est employé à cacher les ombres de son règne, car il avait le goût du secret et l’art de la dissimulation. En accord avec la culture européenne de son temps, il chercha à protéger les mystères de l’Etat, afin de donner à la monarchie, au nom de son pouvoir absolu, des moyens plus étendus et plus efficaces, même s’ils furent parfois douteux. Derrière la gloire flamboyante, ce livre nous révèle la face cachée du soleil, car l’éclat du règne est entretenu au moyen d’outils bien peu héroïques. «Justice» du roi qui ne s’embarrasse pas de procédure et prépare dans les coulisses ses coups de maître, usage immodéré de la lettre de cachet, manipulation de dossiers politiques (Fouquet), promulgation brutale de textes répressifs (révocation de l’édit de Nantes), courriers cryptés avec des agents étrangers, vastes réseaux de surveillance et d’espionnage, amours cachées (à côté des amours publiques), mariage secret (avec Mme de Maintenon), accord secret avec Charles II d’Angleterre, traités pour le partage du monde, enlèvement de suspects et même d’un patriarche arménien à Constantinople… La liste des affaires ténébreuses et des manipulations est longue. The first political theory of post-Communism examines its implications for understanding liberty, rights, transitional justice, property rights, privatization, rule of law, centrally planned public institutions, and the legacies of totalitarian thought in language and discourse. The transition to post-totalitarianism was the spontaneous adjustment of the rights of the late-totalitarian elite to its interest. Post-totalitarian governments faced severe scarcity in the supply of justice. Rough justice punished the perpetrators and compensated their victims. Historical theories of property rights became radical, and consequentialist theories, conservative. Totalitarianism in Europe disintegrated but did not end. The legacies of totalitarianism in higher education met New Public Management, totalitarian central planning under a new label. Totalitarianism divorced language from reality through the use of dialectics that identified opposites and the use of logical fallacies to argue for ideological conclusions. This book illustrates these legacies in the writings of Habermas, Derrida, and Žižek about democracy, personal responsibility, dissidence, and totalitarianism.

What are the conditions for good governance in Africa, and why do many democracies still struggle with persistent poverty? Drawing on a historical study of Nigeria since independence, this book argues that the structure of the policy-making process explains variations in government performance better than other commonly cited factors, such as oil, colonialism, ethnic diversity, foreign debt, and dictatorships. The author links the political structure of the policy process to patterns of government performance over half a century to show that the key factor is not simply the status of the regime as a dictatorship or a democracy, but rather it is the structure of the policy-making process by which different policy demands are included or excluded. By identifying political actors with the leverage to prevent policy change and extract concessions, empirical tests demonstrate how these 'veto players' systematically affect the performance of two broad categories of public policy. This Madisonian dilemma has important implications for African countries struggling with the institutional trade-offs presented by different regimes.
