The variety of land questions facing Africa and the divergent strategies proposed to resolve them continue to evoke debates. Increasingly, in response to the enduring problems of land tenure, there are land movements of all shapes and orientations, some reformist and others quite revolutionary in their agenda. However revolutionary, land movements have tended to ignore the land tenure interests of women, pastoralists, youth and indigenous people. Several of these longstanding and emerging issues in land tenure include the role of the state in land tenure reforms; urban land questions, the nature of land struggles and improvements; and, the impact of land tenure developments on particular social groups and countries. An overarching concern is the extent to which land rights are being commodified, through the conversion of land held under customary tenure systems into marketised systems. The consequences of this include growing land concentration, land tenure insecurities, diminishing access to land by various sections of society, including the poor, women and less dominant ethno-religious groups. This volume brings together different studies on Africa's land questions exploring emerging land issues on the continent in terms of the wider questions of development, citizenship, and democratisation. The chapters discuss the land question through a variety of themes. Some focus on the agrarian aspects of the land questions, while others elucidate the urban dimensions of the land question.

After a long period of suburbanization, cities have been in vogue again since the 1980s. But why are people prepared to spend far more money on a small house in the city centre than on a large house in the countryside - and why doesn't this apply to all cities? The authors of this book argue that the appeal of the city in the 21st century is not only determined by the production side of the economy, but also by the consumption side: its array of shops, cultural activities and, for example, an historic city centre. All these factors translate into a huge disparity in land prices as well as different wages for urban and rural citizens. This study maps out these variations, with an economic approach to spatial planning and an emphasis on land rents as a basis for cost-benefit analysis. The use of land prices as a reflection of the appreciation for urban amenities is an ideal measurement tool in the cost-benefit analyses for local investments and spatial planning policies, and sheds new light on the organisation of public administration. This accessible book will be of interest to geographers, economists and social scientists, as well as policymakers involved in urban planning, seeking an in-depth understanding of land prices and the increasing importance of cities in the 21st century.

"La remise en question des conséquences induites par l'étalement urbain et la dissociation fonctionnelle conduit depuis plus d'une décennie à promouvoir les stratégies territoriales visant à réorienter l'urbanisation vers l'intérieur. Basée sur une coordination accrue entre urbanisation et mobilité et sur une recherche de mixité fonctionnelle, cette approche se fonde sur un principe de densification accrue à proximité des dessertes en transports publics. Dans ce contexte, les friches urbaines représentent un potentiel particulièrement intéressant de surfaces à reconquérir. Souvent situées à des emplacements stratégiques, elles offrent l'avantage d'être déjà raccordées aux réseaux techniques et aux dessertes de transports, et représentent l'opportunité de revitaliser des portions de villes en attente de nouvelles destinées. Dans une optique de durabilité, si la densité est un enjeu incontournable, elle est à considérer comme une condition nécessaire mais pas suffisante. Dans la perspective d'une prise en compte optimisée d'aspects environnementaux, socioculturels et économiques, ce retour en ville soulève également de nombreuses questions pour le projet architectural. Le site sur lequel portent les travaux rassemblés dans le présent ouvrage constitue un champ d'investigation particulièrement adapté à l'exploration de ces multiples enjeux. Cette portion de la ville d'Yverdon-les-Bains, particulièrement emblématique des enjeux liés à la régénération urbaine, abrite actuellement de nombreux terrains en situation de friches urbaines.
