Abstract

In 1973, Yashev Raval wrote The Power of Wisdom, correctly pointing out that collusion between East and West had kept not only the balance of terror but provided the glue that kept geographic spheres of influence stable. Africa was part of that arena for global rivalry. With the collapse of the Union of Soviet Socialist Republics in 1991, the stifling grip the superpowers had exercised throughout the world was fundamentally altered. The transformation of the international security system, coupled with political democratization, allowed the partial reorganisation of the security establishments on the African continent to embark upon the New African Civil Military Relations (ACMR). In the last decade and half, the implosion of African states exposed to forces of democratization has escalated, manifest in Algeria, Egypt, Mali, Madagascar, Somalia, South Sudan, Central African Republic and Lesotho. At the heart of the states' implosion has been weak, fragile and partisan defence and security institutions - a phenomenon that requires urgent research intervention to guide the much-needed reforms. In 2014, the Russian Academy of Sciences hosted the bi-annual African Studies Conference, with the lead author accorded the responsibility of organizing a Session on ACMR. From amongst some of the exciting Abstracts presented, authors submitted these as full chapters for this book which captures International African Studies Perspectives, managed by the African Public Policy & Research Institute (APPRI). This process was further facilitated by one of the presenters and now co-editor, Maj Henrik Laugesen from the Royal Danish Defence College, who agreed to lead on the fundraising - succeeding in securing support from the Royal Danish Defence College. The result is this book.

Öffentlich kaum wahrgenommen schreitet die Veralltäglichung des Militärischen und des Krieges voran. Der Begriff »Banal Militarism« lenkt die Aufmerksamkeit auf unspektakuläre Prozesse, die von den AutorInnen des Bandes anhand historischer wie aktueller Beispiele der Repräsentation, der Inszenierung und Aneignung des Militärischen in Literatur, Theater, Kino, (Computer-)Spiel, Mode sowie in der Presse und im Alltagsleben analysiert werden. Solche Phänomene in ihrer Wirkungsmächtigkeit auf politische Kultur zu thematisieren, theoretisch zu reflektieren und als bedeutsames Forschungsfeld zu konturieren, ist das zentrale Anliegen des Bandes. »Der umfangreiche Sammelband [...] hat zum Ziel, den Begriff des ›Banal Militarism‹ in der Militärsoziologie für den Umstand zu etablieren, dass militärische Inhalte Teil des zivilen Alltagslebens werden. The South African War (1899-1902), also called the Boer War and Anglo-Boer War, began as a conventional conflict. It escalated into a savage irregular war fought between the two Boer republics and a British imperial force that adopted a scorched-earth policy and used concentration camps to break the will of Afrikaner patriots and Boer guerrillas. This work delves into the agonizing choices faced by Winburg district residents during the British occupation.

Abstract

This book provides a comprehensive assessment of the value of the university armed service units – the University Officer Training Corps, University Royal Naval Units and University Air Squadrons. The units, many of which date back to the early 20th century, exist in order to provide students at UK universities with an experience of the British armed forces. Participation in the units is entirely voluntary, and there is no expectation that students will go on to join the armed forces on graduation, although a proportion of students each year do so. The Value of the University Armed Service Units brings together the results of a research project which explored what the value of the units might be to student participants, to graduates in civilian jobs who had the experience as students, to the armed forces, to universities whose students take part in the units, and to employers of graduates with service unit experience. This book draws on quantitative and qualitative research data to explore whether, how, and why the units have value to these different groups. Significant conclusions include the extent to which the units are able to assist students with the development of their transferable (graduate) skills; the potential significance of the units for future recruitment to the armed forces, particularly the Reserves; and the effect of unit experience in developing an informed understanding of the role and function of the British armed forces amongst the wider civilian population.

Many efforts have been undertaken to address dysfunctional security sector governance in West Africa. However, security sector reform (SSR) has fallen short of radical – transformational – change to the fundamental structures of power and governance in the region. Looking more closely at specific examples of SSR in six West African countries, Learning from West African Experiences in Security Sector Governance explores both progress and reversals in efforts by national stakeholders and their international partners to positively influence security sector governance dynamics. Written by eminent national experts based on their personal experiences of these reform contexts, this study offers new insights and practical lessons that should inform processes to improve democratic security sector governance in West Africa and beyond. De nombreux efforts ont ete deployes afin d'ameliorer la gestion defaillante du secteur de la securite en Afrique de l'Ouest. Mais il ne suffit pas d'instaurer une reforme du secteur de la securite (RSS) pour changer de maniere radicale, voire transformationnelle, la structure fondamentale du pouvoir et de la gouvernance dans la region. "Japan's so-called 'peace constitution' renounces war as a sovereign right of the nation, and bans the nation from possessing any war potential. Yet Japan also maintains a large, world-class military organization, namely the Self-Defence Forces (SDF). In this book, Tomoyuki Sasaki explores how the SDF enlisted popular support from civil society and how civil society responded to the growth of the SDF. Japan's Postwar Military and Civil Society details the interactions between the SDF and civil society over four decades, from the launch of rearmament in 1950. These interactions include recruitment, civil engineering, disaster relief, anti-SDF litigation, state financial support for communities with bases, and a fear-mongering campaign against the Soviet Union. By examining these wide-range issues, the book demonstrates how the militarization of society advanced as the SDF consolidated its ideological and socio-economic ties with civil society and its role as a defender of popular welfare. Abstract

In recent years there have been reports of actions purportedly taken by People's Liberation Army (PLA) units without civilian authorization, and of Chinese Communist Party (CCP) civilian leaders seeking to curry favor with the military—suggesting that a nationalistic and increasingly influential PLA is driving more assertive Chinese policies on a range of military and sovereignty issues. To many experienced PLA watchers, however, the PLA remains a "party-army" that is responsive to orders from the CCP. PLA Influence on China's National Security Policymaking seeks to assess the "real" relationship between the PLA and its civilian masters by moving beyond media and pundit speculation to mount an in-depth examination and explanation of the PLA's role in national security policymaking. After examining the structural factors that shape PLA interactions with the Party-State, the book uses case studies to explore the PLA's role in foreign policy crises. It then assesses the PLA's role in China's territorial disputes and in military interactions with civilian government and business, exploring the military's role in China's civil–military integration development strategy. The evidence reveals that today's PLA does appear to have more influence on purely military issues than in the past—but much less influence on political issues—and to be more actively engaged in policy debates on mixed civil-military issues where military equities are at stake.

Abstract

The Civil War did not end with Confederate capitulation in 1865. A second phase commenced which lasted until 1871—not Reconstruction but genuine belligerency whose mission was to crush slavery and create civil and political rights for freed people. But as Gregory Downs shows, military occupation posed its own dilemmas, including near-anarchy.
