Abstract

"Soon after Operation IRAQI FREEDOM (OIF) began in March 2003, RAND Arroyo Center began compiling an authoritative account of the planning and execution of combat and stability operations in Iraq through 2004 in order to identify key issues that could affect Army plans, operational concepts, doctrine, and other Title 10 functions. "The resulting analysis, completed in January 2006, will interest those involved in organizing, training, and equipping military forces to plan for, deploy to, participate in, and support joint and multinational operations. Although focused primarily on Army forces and activities, the analysis also describes aspects of joint and multinational operations. RAND analysts collected the information in this report from many sources, including unit after-action reports, compilations of lessons learned, official databases, media reports, other contemporary records, and interviews with key participants in OIF. "This report presents a broad overview of the study findings based on unclassified source material. It traces the operation from its root causes in the first Gulf War through operations up to approximately the end of June 2004. It addresses strategy, planning, and organization for OIF; air and ground force operations; personnel, deployment, and logistics issues; coalition operations; the occupation that followed combat operations; and civil-military operations. Also, because the research conducted for this report covers events only through June 2004, events that occurred after that date would alter some of the conclusions and recommendations. In other cases, some recommendations might already have been implemented in whole or in part. Nevertheless, the report's recommendations are provided as they were originally formulated."--Back cover.

Die weltpolitischen Konsequenzen des Krieges, den die USA und ihre »Koalition der Willigen« im März/April 2003 gegen den Irak geführt haben, sind noch immer nicht im Einzelnen abzusehen. Aber eine Folge ist bereits sichtbar: Von niemandem erwartet, ist eine intensive öffentliche Debatte über die internationale Ordnung und die zukünftige Rolle Europas in Gang gekommen. Der Irak-Krieg ist zum Katalysator einer breiten Diskussion über europäische Erneuerung und europäische Identität geworden. Die in diesem Band zusammengetragenen Beiträge sind Wortmeldungen in einer Debatte, die gerade erst angefangen hat, und sie sind zugleich Interventionen in politische Verwerfungen und Entwicklungen, von denen noch niemand genau weiß, wohin sie gehen werden und wohin sie gehen sollen. Abstract

The Legacy of Iraq critically reflects on the abject failure of the 2003 intervention to turn Iraq into a liberal democracy, underpinned by free-market capitalism, its citizens free to live in peace and prosperity. It argues that mistakes made by the coalition and the Iraqi political elite set a sequence of events in motion that have had devastating consequences for Iraq, the Middle East and for the rest of the world. Today, as the nation faces perhaps its greatest challenge in the wake of the devastating advance of the Islamic State of Iraq and Syria (ISIS) and another US-led coalition undertakes renewed military action in Iraq, understanding the complex and difficult legacies of the 2003 war could not be more urgent. Ignoring the legacies of the Iraq war and denying their connection to contemporary events could mean that vital lessons are ignored and the same mistakes made again.

These wars were pivotal to American foreign policy and international relations. They were expensive: in lives, in treasure, and in reputation. They raised critical ethical and legal questions; they provoked debates over policy, strategy, and war-planning; they helped to shape American domestic politics. And they highlighted a profound division among the American people: While more than two million Americans served in Iraq and Afghanistan, many in multiple deployments, the vast majority of Americans and their families remained untouched by and frequently barely aware of the wars conducted in their name, far from American shores, in regions about which they know little. Understanding the U.S. Wars in Iraq and Afghanistan gives us the first book-length expert historical analysis of these wars. Abstract

Party in the Street explores the interaction between political parties and social movements in the United States. Examining the collapse of the post-9/11 antiwar movement against the wars in Iraq and Afghanistan, this book focuses on activism and protest in the United States. It argues that the electoral success of the Democratic Party and President Barack Obama, as well as antipathy toward President George W. Bush, played a greater role in this collapse than did changes in foreign policy. It shows that how people identify with social movements and political parties matters a great deal, and it considers the Tea Party and Occupy Wall Street as comparison cases.
