'Equal is not Enough' is the title of a series of conferences that has aimed, over the years, to generate a better understanding of what shapes and reshapes inequalities by inviting and promoting multi-disciplinary insights and reflection. One of the conferences - hosted at Antwerp University in February 2015 - focused on discrimination law. The conveners welcomed papers on the relationship between social policy and discrimination law (or closely related human rights issues), which investigate the tensions and (in) compatibilities between the respective aims and tools of social policy and discrimination law. They were particularly interested in contributions that transcend legal technicalities and reflect on the function of discrimination law as part of a wider social policy in the European Union and its member states. Following a very strict selection procedure conducted by the editors and rigorous peer review, a collection of papers from the conference now appears in this book, Equal is not Enough, which takes its name from the title of the conference. In short, within this volume, the reader will find a selection of high-quality papers presented at this conference, organised by the Flemish Policy Research Centre on Equality Policies (a consortium of the Universities of Antwerp, Brussels, Ghent, Hasselt and Leuven). This publication is aimed at researchers, but it will also be of interest to practitioners of discrimination law who would like to enhance their scientific background.

Histories of Portugal’s transition to democracy have long focused on the 1974 military coup that toppled the authoritarian Estado Novo regime and set in motion the divestment of the nation’s colonial holdings. However, the events of this “Carnation Revolution” were in many ways the culmination of a much longer process of resistance and protest originating in universities and other sectors of society. Combining careful research in police, government, and student archives with insights from social movement theory, The Revolution before the Revolution broadens our understanding of Portuguese democratization by tracing the societal convulsions that preceded it over the course of the “long 1960s.”

The economic unification of Europe has created a lot of victims. The realization of the single market has taken place without any adjusting or accompanying economic and social policies. Its effects on social and human relations go far beyond the economic and commercial areas its authors had in mind. It has in fact led to changes in European society that are so far-reaching that they could very well be characterized as mutations. This book looks at the phenomenon of social dumping in the wider context of liberalized social competition as steered by the European Union. It contains a number of testimonies by people who actively fight social dumping, with special attention paid to the harrowing dumping practices in the road transport sector. Some of the authors also examine the phenomenon of social dumping in relation to compliance with the fundamental right of all workers to respect for their dignity as human beings. In this respect, the underlying question is whether, by tolerating legislation that allows human dignity to be violated by social dumping, the European and national legislators in fact infringe on this key fundamental right. This book is intended for practitioners, academics, researchers and policy-makers working in the area of social policy. With academic contributions from Marc Rigaux, Wolfgang Daübler, Jan Buelens and Lies Michielsen, Herwig Verschueren, Barbara Kresal, Gian Guido Balandi, Fieke Van Overbeeke, Ferran Camas Roda and Walter Gagawczuk. In a study that contributes to International Relations and International Political Economy theory, Ruth Ben-Artzi raises substantive issues relating to aid, development, international relations and globalization. Regional development banks (RDBs), designed by politicians and economists to maneuver through labyrinths of economic, social, and political development, possess the potential to be central players in the long-term planning involved in healing and advancing poverty-plagued regions. However, RDBs in particular have received little attention. With a systematic analysis comparing four central regional development banks, this book explores why there's a variation in strategy despite similar institutional design. The formal arrangements and raison d'©®tre of RDBs is to assist developing countries in the process of poverty alleviation - a task that is often a risky investment. Focusing on the dichotomy between their banking and development roles, Ben-Artzi demonstrates that RDBs are potentially critical catalysts in the fight against poverty, even with their institutional limitations.
