Abstract

Abstract

Greening Democracy explains how nuclear energy became a seminal political issue and motivated new democratic engagement in West Germany during the 1970s. Using interviews, as well as the archives of environmental organizations and the Green party, the book traces the development of anti-nuclear protest from the grassroots to parliaments. It argues that worries about specific nuclear reactors became the basis for a widespread anti-nuclear movement only after government officials' unrelenting support for nuclear energy caused reactor opponents to become concerned about the state of their democracy. Surprisingly, many citizens thought transnationally, looking abroad for protest strategies, cooperating with activists in other countries, and conceiving of 'Europe' as a potential means of circumventing recalcitrant officials. At this nexus between local action and global thinking, anti-nuclear protest became the basis for citizens' increasing engagement in self-governance, expanding their conception of democracy well beyond electoral politics and helping to make quotidian personal concerns political.

Abstract

Das Ost-West-Verhältnis im Jahr 1986 war geprägt von einer nie gekannten Dynamik. Mit einer Reihe öffentlichkeitswirksamer Vorschläge zur Rüstungskontrolle forderte KPdSU-Generalsekretär Gorbatschow die NATO heraus. Der Gipfel der Supermächte in Reykjavik eröffnete, obwohl ergebnislos, die Perspektive einer Welt ohne Atomwaffen. Zusammen mit der Fortsetzung des KSZE-Prozesses nährte diese Entwicklung die Hoffnung auf eine neue europäische Friedensordnung. Auch das Verhältnis zur UdSSR schien nach dem Besuch Außenminister Genschers in Moskau neuen Schwung zu erhalten, der jedoch durch einen Vergleich zwischen Gorbatschow und NS-Propagandaminister Goebbels in einem Newsweek-Interview von Bundeskanzler Kohl abrupt abgebremst wurde. Eine wachsende Herausforderung stellte der internationale Terrorismus dar, wie der Anschlag auf die Berliner Diskothek "La Belle" und die Ermordung des Politischen Direktors Gerold von Braunmühl deutlich machten. Der Unfall im Kernkraftwerk Tschernobyl rückte Sicherheitsfragen der Kernenergie in den Fokus. Ein Dauerthema blieb das schwierige Erbe des Nationalsozialismus, wie u.a. der "Historikerstreit" belegte. In 1986, East–West relations were imbued with a new dynamic. Mikhail Gorbachev challenged NATO with a public call for abolishing nuclear weapons. The Reykjavik Summit failed to produce an agreement, yet it raised the prospect of a world without nuclear arms. The continuation of the Conference on Security and Co-operation in Europe (CSCE) further encouraged hopes for a new peaceful order in Europe. Relations between West Germany and the USSR eased following Foreign Minister Genscher’s visit to Moscow, but German Chancellor Helmut Kohl promptly torpedoed the détente by comparing Gorbachev to Goebbels in an interview for Newsweek. The challenges posed by terrorism grew with the bombing of the Berlin discotheque "La Belle" and the murder of Gerold von Braunmühl, a high ranking West German diplomat. The Chernobyl disaster vividly illustrated the dangers of nuclear power. The difficult legacy of National Socialism remained a recurrent theme, as demonstrated by the Historikerstreit ("historian’s quarrel") over how Nazi Germany and the Holocaust should be remembered.

Abstract

At the end of World War II, the Allies were unanimous in their determination to disarm the former aggressor Germany. As the Cold War intensified, however, the decision whether to reverse that policy and to rearm West Germany led to disagreements both within the U.S. government and among members of the nascent NATO alliance.
