Abstract

Imagining, forecasting and predicting the future is an inextricable and increasingly important part of the present. States, organizations and individuals almost continuously have to make decisions about future actions, financial investments or technological innovation, without much knowledge of what will exactly happen in the future. Science and technology play a crucial role in this collective attempt to make sense of the future. Technological developments such as nanotechnology, robotics or solar energy largely shape how we dream and think about the future, while economic forecasts, gene tests or climate change projections help us to make images of what may possibly occur in the future. This book provides one of the first interdisciplinary assessments of how scientific and technological imaginations matter in the formation of human, ecological and societal futures. Rooted in different disciplines such as sociology, philosophy, and science and technology studies, it explores how various actors such as scientists, companies or states imagine the future to be like and act upon that imagination. Bringing together case studies from different regions around the globe, including the electrification of German car infrastructure, or genetically modified crops in India, Imagined Futures in Science, Technology and Society shows how science and technology create novel forms of imagination, thereby opening horizons toward alternative futures.

Hebt u al van blockchain gehoord? Deze technologie gebruikt zogenaamde ?knooppunten? op het internet om transacties zonder tussenkomst van een derde partij uit te voeren. Transparantie, zekerheid, betrouwbaarheid en traceerbaarheid zijn hierbij de sleutelwoorden. De opkomst van blockchain is volgens kenners even ingrijpend als de opkomst van het internet. Wereldwijd wordt er alvast volop geëxperimenteerd met de mogelijkheden die blockchain biedt. Een mooi voorbeeld hiervan is een digitale munt zoals Bitcoin, waarbij diensten en voorzieningen (shared services) gedeeld worden binnen een bepaalde gemeenschap (community). Het spreekt vanzelf dat blockchain ook binnen de publieke sector heel wat mogelijkheden biedt. Wat die mogelijkheden (kunnen) zijn en hoe die mogelijkheden een bedreiging dan wel een opportuniteit voor de verschillende overheden kunnen vormen? The State of Indiana denies one million applications for healthcare, foodstamps and cash benefits in three years because a new computer system interprets any mistake as failure to cooperate. In Los Angeles, an algorithm calculates the comparative vulnerability of tens of thousands of homeless people in order to prioritize them for an inadequate pool of housing resources. In Pittsburgh, a child welfare agency uses a statistical model to try to predict which children might be future victims of abuse or neglect. Since the dawn of the digital age, decision-making in finance, employment, politics, health and human services has undergone revolutionary change. Today, automated systems rather than humans control which neighborhoods get policed, which families attain needed resources, and who is investigated for fraud. Abstract

Ce livre se penche sur ce que le nouveau management public nous révèle sur les transformations de la notion de démocratie dans un espace politique de plus en plus complexe et technocratique, où le contrôle des citoyens sur les autorités publiques par la voie représentative, aujourd'hui largement considéré comme défaillant, peut être renforcé par les nouveaux dispositifs de reddition des comptes ou de participation du public. Les auteurs entreprennent par le biais d'etudes de cas touchant des secteurs diversifiés de l'action publique (la police, la sécurité alimentaire, le sport, la santé...) d'évaluer la capacité de ces dispositifs néo-managériaux à améliorer, non seulement l'efficacité de l'administration, mais la qualité de la relation entre pouvoirs et citoyens, que ce soit en France, en Belgique et au Canada
