Abstract

This book evaluates the impact of the 2001 central government reforms on effective foreign policy making in Japan. It puts a special focus on the evolution of the domestic institutional factors and decision-making processes behind Japan’s foreign policy, while also analyzing the development of Japan’s external relations with various other countries, such as the US, China and North Korea. Adhering to the neoclassical realist approach, the authors show that, thanks to a more independent Kantei-based form of diplomacy, Japan’s prime ministers were able to strategically respond to international developments, and to pursue their own diplomatic endeavors more boldly. At the same time, they demonstrate that the effectiveness of this proactive posture was still heavily dependent on the decision-makers’ ability to form cohesive coalitions and select suitable institutional tools, which enabled them to influence domestic and international affairs. .

Abstract

This cutting edge collection examines Japan’s population issue, exploring how declining demographic trends are affecting Japan’s social structure, specifically in the context of Greater Tokyo, life infrastructure, public finance and the economy. Considering the failures of past Japanese policies from the perspective of population, national land, and politics, it argues that the inability of past administrations to develop a long-term and comprehensive policy has exacerbated the population crisis. This text identifies key negative chain reactions that have stemmed from this policy failure, notably the effect of population decline on future economic growth and public finances and the impact of shrinking municipalities on social and community infrastructure to support quality of life. It also highlights how population decline can precipitate inter-generational conflict, and impact on the strength of the state and more widely on Japan’s international status. Japan is on the forefront of the population problem, which is expected to affect many of the world’s advanced industrial economies in the 21st century.  Based on the study of policy failures, this book makes recommendations for effective population policy – covering both ‘mitigation’ measures to encourage a recovery in the depopulation process as well as ‘adaptation’ measures to maintain and improve living standards – and provides key insights into dealing with the debilitating effects of population decline.

In examining the techniques and impacts of whaling during the Tokugawa period (1603-1868), Jakobina Arch shows that the organized, shore-based whaling that first developed during these years bore little resemblance to modern Japanese whaling. Abstract

This two–volume collection, supported by an in-depth introduction that addresses origins, actuality, endgame and afterlife, brings together for the first time contemporary documentation and more recent scholarship to give a broad picture of Japan’s Treaty Ports and their inhabitants at work and play in the second half of the nineteenth century. The material selected, shows how the ports’ existence and the Japanese struggle to end their special status, impacted on many aspects of modern Japan beyond their primary role as trading stations. Compared with their counterparts in China, the Japanese treaty ports cast a small shadow. They were far fewer – only four really mattered – and lasted for just under fifty years, while the Chinese ports made their centenary. Yet the Japanese ports were important. The thriving modern cities of Yokohama and Kobe had their origins as treaty ports. Nagasaki, a major centre of foreign trade since at least the sixteenth century, may not have owed so much to its treaty-port status, but it was a factor in its modern development.
