"Le harcèlement nous apparaît comme un mal contemporain, voire comme un mal du siècle. De l'école jusqu'à la politique, en passant par le bureau, le phénomène s'est banalisé et semble atteindre toutes les strates de la société. Nous voyons naître des maux, des maladies, des violences, qui n'existaient pas auparavant – y compris de nouvelles formes d'esclavagisme. Nous faisons l'hypothèse que le harcèlement non seulement en fait partie, mais qu'il en résume l'esprit. Il est devenu l'autre nom du Pouvoir – et le Pouvoir le sait bien. D'un autre côté, si le harcèlement est partout, il n'est nulle part. Or s'il est important de nommer le mal, pour le dénoncer, il n'est pas moins requis de l'imputer à des sujets, pour tenter de les traiter. Le fait est que nous avons affaire à des actes singuliers, impliquant des individus dotés d'une structure psychique particulière, que nous n'hésiterons pas à caractériser comme perverse. Où certes le rapport à la loi est biaisé, mais où la prééminence de la chose sexuelle est non moins patente. C'est pourquoi, spécifiquement, il s'agirait de réfléchir à un usage éthique de la parole pour contrer cet usage vicié du langage qu'est, selon nous, le harcèlement. Que faire – au mieux – face au harcèlement ? Comment y répondre ? C'est donc bien la dimension du langage, plus précisément de la parole, qu'il convient de pointer. Que dire, comment dire, comment ne pas laisser dire ?"
