Ce livre dévoile la spectaculaire transformation des meetings politiques depuis les dernières années du Second Empire jusqu’à la fin de la Troisième République. Conçus initialement par leurs promoteurs républicains comme un lieu d’apprentissage de la citoyenneté et de formation du jugement politique à travers le débat contradictoire et rationnel, les meetings se muent peu à peu, à l’initiative des diverses formations politiques qui émergent alors, en une scène dédiée à la démonstration de force. Ce dévoiement se repère dès le tournant du XXe siècle, mais s’observe bien plus encore dans le fonctionnement des grands meetings partisans de l’entre-deux-guerres. Face à cette transformation, le pouvoir n’hésite pas, dans la seconde moitié des années 1930, à revenir sur les dispositions libérales qui fondaient le droit de réunion depuis 1881. Le travail de Paula Cossart, à la croisée de l’histoire et de la science politique, est une contribution importante à notre connaissance de la vie politique sous la Troisième République. Forme essentielle de participation politique collective, les meetings de cette période n’avaient pourtant jamais fait l’objet d’une recherche de grande ampleur. L’auteure s’inscrit aussi dans la réflexion, plus actuelle que jamais, sur le statut du débat public au sein des régimes représentatifs. La démocratie participative a une histoire, que ce livre contribue à retracer.

In 2014, the Sunflower Movement in Taiwan grabbed international attention as citizen protesters demanded the Taiwan government withdraw its free-trade agreement with China. In that same year, in Hong Kong, the Umbrella Movement sustained 79 days of demonstrations, protests that demanded genuine universal suffrage in electing Hong Kong’s chief executive. It too, became an international incident before it collapsed. Both of these student-led movements featured large-scale and intense participation and had deep and far-reaching consequences. But how did two massive and disruptive protests take place in culturally conservative societies? And how did the two “occupy”-style protests against Chinese influences on local politics arrive at such strikingly divergent results?Challenging Beijing’s Mandate of Heaven aims to make sense of the origins, processes, and outcomes of these eventful protests in Taiwan and Hong Kong. Ming-sho Ho compares the dynamics of the two movements, from the existing networks of activists that preceded protest, to the perceived threats that ignited the movements, to the government strategies with which they contended, and to the nature of their coordination. Moreover, he contextualizes these protests in a period of global prominence for student, occupy, and anti-globalization protests and situates them within social movement studies. This book examines the waves of protest that broke out in the 2010s as the collective actions of self-organized publics. Drawing on theories of publics/counter-publics and developing an analytical framework that allows the comparison of different country cases, this volume explores the transformation from spontaneous demonstrations, driven by civic outrage against injustice to more institutionalized forms of protest. Presenting comparative research and case studies on e.g. the Portuguese Generation in Trouble, the Arab Spring in Northern Africa, or Occupy Wall Street in the USA, the authors explore how protest publics emerge and evolve in very different ways – from creating many small citizen groups focused on particular projects to more articulated political agendas for both state and society. These protest publics have provoked and legitimized concrete socio-political changes, altering the balance of power in specific political spaces, and in some cases generating profound moments of instability that can lead both to revolutions and to peaceful transformations of political institutions. The authors argue that this recent wave of protests is driven by a new type of social actor: self-organized publics. In some cases these protest publics can lead to democratic reform and redistributive policies, while in others they can produce destabilization, ethnic and nationalist populism, and authoritarianism. This book will help readers to better understand how seemingly spontaneous public events and protests evolve into meaningful, well-structured collective action and come to shape political processes in diverse regions of the globe.

For 79 days, the Umbrella Movement staged Hong Kong's most spectacular struggle for democracy. Sparked by disgruntlement over Beijing's denial of universal suffrage elections, the protests first began with class boycott along the largely-scripted Occupy Central, but later morphed into a spontaneous, resilient street occupation, transforming roads and pavements into protest sites and tent villages. Although the movement failed to bring any tangible political changes, it has transformed Hong Kong politics in many ways. Not only has it catalyzed the emergence of new movement agency, repertoires and claims, it has also defined a new era for Hong Kong, its relations with China and its identity in the world. This emerging political landscape merits thorough examination. This book is a collaborative attempt to examine this unprecedented and watershed event. It brings together 13 essays written by scholars with different disciplinary and research focuses. The chapters probe the political origins of the movement; identify new participants, protest forms and action repertoires; analyze protesters' strategies and regime responses; and also bring in comparative perspectives from mainland China, Taiwan and Macau. One common thread that stitches the chapters together is the use of first-hand data collected through on-site fieldwork across the protest sites.

Jonathan Beecher Field tracks the permutations of the town hall meeting from its original context as a form of democratic community governance in New England into a format for presidential debates and a staple of corporate governance. In its contemporary iteration, the town hall meeting models the aesthetic of the former but replaces actual democratic deliberation with a spectacle that involves no immediate electoral stakes or functions as a glorified press conference.
