Abstract

This edited collection examines the multi-faceted phenomenon of transparency, especially in its relation to social movements, from a range of multi-disciplinary viewpoints. Over the past few decades, transparency has become an omnipresent catch phrase in public and scientific debates. The volume tracks developments of ideas and practices of transparency from the eighteenth century to the current day, as well as their semantic, cultural and social preconditions. It connects analyses of the ideological implications of transparency concepts and transparency claims with their impact on the public sphere in general and on social movements in particular. In doing so, the book contributes to a better understanding of social conflicts and power relations in modern societies. The chapters are organized into four parts, covering the concept and ideology of transparency, historical and recent developments of the public sphere and media, the role of the state as an agent of surveillance, and conflicts over transparency and participation connected to social movements.

Abstract

Why do governance reforms in developing democracies so often fail, and when might they succeed? When Democracies Deliver offers a dynamic framework for assessing the effectiveness and durability of policy change. Drawing on detailed analyses of public sector reforms in Brazil and Argentina, this book challenges conventional wisdom to reveal that incremental changes sequenced over time prove more effective in promoting accountability, increasing transparency, and strengthening institutions than comprehensive overhauls pushed through by political will. Developing an innovative theory that integrates cognitive-psychological insights about decision making with research on institutional change, Katherine Bersch shows how political and organizational factors can shape reform strategies and information processing. Through extensive interviews and field research, Bersch traces how two competing strategies have determined the different trajectories of institutions responsible for government contracting in health care and transportation. When Democracies Deliver offers a fresh insight on the perils of powering and the benefits of gradual reform.

Abstract

This paper discusses results of a fiscal transparency evaluation (FTE) in Senegal. This evaluation puts forward a number of recommendations that would enable Senegal to continue to improve its fiscal transparency while strengthening the fiscal risk management framework. The recommendations relate to five objectives and are accompanied by an Action Plan. Practical examples have been included in the report to back the various recommendations and facilitate their implementation. The paper also highlights that fiscal reporting practices in Senegal can be improved in light of the IMF’s Fiscal Transparency Code. It has been observed that the fiscal and accounting reforms undertaken in the past few years can be expected to enhance fiscal transparency in the medium term. Project appraisal and selection mechanisms have recently been revamped and there is now more information regarding their feasibility available to the general public. The FTE finds that Senegal is positioned at the average level for countries of similar income and institutional capacity.
