Trata-se de evento internacional itinerante realizado pelas instituições da Rede, alternando edições no Brasil, na Argentina e no Paraguai. Os sete capítulos traduzem os temas prioritários de discussão, reflexão e produção do conhecimento que perpassam as atividades desenvolvidas pela Rede CIDIR que, em 2017, comemorou seus dez anos de funcionamento. This book further explores the behavior aspects of corporate-higher education inter-organizational relationships by culminating various theories and models addressing the space where U.S. corporations and American higher education intersect. Examples are provided regarding the attraction, motivations, and maintenance needed for higher education to create win-win relationships with businesses. This work offers a new approach to the corporate citizenship literature by providing a broad, holistic review of frameworks to understand the range of motives and expectations of corporate engagement in the American society as evidenced by inter-organizational relationships with higher education. This paper estimates private and social returns to investment in education in Turkey, using the 2017 Household Labor Force Survey and alternative methodologies. The analysis uses the 1997 education reform of increasing compulsory education by three years as an instrument. This results in a private rate of return on the order of 16 percent for higher education and a social return of 10 percent. Using the number of children younger than age 15 in the household as an exclusion restriction, the analysis finds that returns to education for females are higher than those for males. Contrary to many findings in other countries, private returns to those working in the public sector are higher than those in the private sector, and private returns to those who followed the vocational track in secondary education are higher than those in the general academic track. The paper discusses the policy implications of the findings.

Adequate investment in human capital development is critical for enabling Bangladesh to reach its goal of becoming an upper middle-income country. Bangladesh, currently a lower-middle country with an annual per capita gross national income (GNI) of USD 1,470 (WDI 2019), aims to attain upper-middle income status by 2021 and eliminate poverty by 2030. Recognizing the importance of investing in education for building its human capital base, the government of Bangladesh (GoB) has been allocating a large portion of the national budget to the education sector each year during the past two decades. Effective utilization and equitable distribution of allocated public spending is important for ensuring adequate progress in education outcomes. This report analyzes major spending and outcomes trends in the overall education sector in recent years, with a focus on primary and secondary education. Responding to the recommendation of the 2015 Bangladesh Public Expenditure Review Update for more analytical work on public spending in different sectors, including education, the current study analyzes the trends in major education expenditures, access to education, quality of education, and disparities in education outcomes in the past two decades. It also looks at the composition of education expenditure, consistency between budget allocations and actual expenditures, equity in education spending, and potential links between spending and key educational outcomes. Because of data limitations, this report focuses mainly on primary and secondary education. It is expected that this analysis will add to the literature on investments in the Bangladesh education sector and inform discussions on identifying policy priorities and making resource allocation decisions in the sector.

This report aims to help the government of Armenia and its stakeholders develop a strategy for the tertiary education sector. It uses the methodology of SABER - Tertiary Education (SABER-TE), which is a diagnostic tool to assess how education systems perform and to identify priorities for reforms at the national level. The methodology and this report are part of the World Bank's systems approach for better education results (SABER), which benchmarks education systems at the country level. SABER uses an extensive questionnaire to collect data on the policy environment for tertiary education. The questionnaire is populated through an analysis of the most recent versions of relevant legislation, policy documents, and reports on the sector. The SABER team also carried out fieldwork in Armenia between July 2018 and March 2019 with visits to several universities, government agencies, and other stakeholders. After data collection for Armenia was complete, the policy dimensions were scored on a rubric. This report proceeds as follows. First, the authors describe the context of the tertiary education system in Armenia. In the seven sections that follow the authors proceed with scoring each of the seven policy dimensions in turn, and in the conclusion they offer a few general observations and recommendations about tertiary education in Armenia.

Originally published in 1973. Toward Freedom and Dignity is a humanist's view of the humanities in an age of burgeoning technology. O. B. Hardison Jr. deals with the status of the humanities and their future—how they are regarded and how they may come to contribute to a genuinely humane society. He argues that humanistic studies are not a luxury in either education or society. They are central to the preparation of human beings for the kind of society that is possible if we manage to avoid an Orwellian technocracy. Social goals and priorities must be set in terms of the ideal of a culture truly adjusted to human needs and human limitations. In framing his argument, Hardison draws on ideas of the humanities since the Renaissance, especially on the philosophical humanities that emerged in Europe in the works of authors like Kant, Schiller, and Coleridge. He is untroubled by anti-humanistic trends in college curricula and the surrounding culture, and he contends that we have only one practical option: to ensure that culture evolves toward a more humane society, toward freedom and dignity.

Bangladesh is recognized globally for its remarkable track record of socioeconomic development and potential for becoming an economic powerhouse in the region. The economy has sustained impressive economic growth over the past three decades despite incidences of political conflict, natural calamities, and financial shocks. The country met the Millennium Development Goals ahead of time and reduced the poverty level substantially over the past decades. Progress in human development, education, and health has been equally impressive and produced a healthier and better-educated working population. More women are joining the workforce while gender gaps in pay are gradually narrowing. Moving forward, the country aspires to reach the stage of a developed economy in the next two decades. Bangladesh needs to prepare its workforce for the emerging challenges for a dynamic economy in an increasingly globalized world. The economy is undergoing structural changes on several fronts. First, Bangladesh has transitioned from a largely traditional, agriculture-based economy to an industry and service-driven economy. Industry sector has been the main driving force for economic growth. Second, more recently, technological progress is rapidly changing the production and service modality. Firms need to not only constantly adjust their business and production modality with these technological changes but also have highly skilled manpower who can enable such change processes. Third, a growing and youthful workforce in Bangladesh provides a window of opportunity to improve productivity and accelerate economic growth. Equipping the young generation with the skills needed for jobs remains crucial. On one hand, employers are demanding higher-skilled professionals for technical and managerial positions to support the growing industry and service sectors. On the other hand, tertiary education institutes (TEIs) are struggling to produce employable graduates for the job market. Unemployment rates are consistently high among tertiary graduates, causing prolonged and frustrating joblessness for many. At the same time, the culture and practice of collaborative research to promote industry competitiveness and innovation has been largely missing in the country's tertiary education landscape, undermining Bangladesh's competitiveness ranking in the global knowledge economy. There is urgent need to identify and address the challenges in the sector and orient tertiary education toward the demands of the economy and labor market to help realize Bangladesh's full economic development potential. The report has three main chapters. Chapter two examines the financing situation of the Kenyan higher education system, presents the results of a scenario-building exercise to explore the financial impact of various expansion paths, and proposes a strategy to achieve financial sustainability. Chapter three focuses on the quality and relevance of existing institutions and programs. It starts with an assessment of the present state of Kenyan higher education institutions. It continues with a review of options to strengthen the QA system at the national and institutional levels. Finally, it proposes a road map for developing a well-functioning Labor Market Observatory. Chapter four is a technical note focusing on international developments in the use of technology to increase access and improve quality in higher education. It makes concrete recommendations on how the Kenyan government and university leaders could harness technology in innovative ways.

As the push to engage in the global knowledge economy becomes increasingly vital to countriesaround the world, higher education institutions (HEIs) are being recognized as valuable centers for research and teaching in support of entrepreneurship, innovation, competitiveness, and economic growth. Many HEIs in Azerbaijan, however, lack the capacity to serve as effective dynamic hubs for such enterprising efforts, limiting Azerbaijan's ability to collaborate and compete with other nations in the global economy. Leveraging its expertise in this area, the World Bank carried out an analysis of the status of the research and innovation environment in Azerbaijan's higher education sector, identifying the main obstacles to the advancement of research work and its results and to effective coordination between higher education institutions and industry to achieve innovation-led growth. Science in Azerbaijan is examined through policy and institutional lenses, encompassing its governance, funding and management issues. The analysis looks at innovation as a dynamic outcome from university-industry collaboration, examining issues of technology transfer and intellectual property rights, the start-up environment, and funding of research toward practical and applied outcomes. The results of the analysis presented in this note, based on national and international data sources along with numerous consultations with a variety of stakeholders, informs concrete policy measures that can be taken by Azerbaijani authorities to strengthen the capacity of HEIs to serve as key actors in the country's innovation ecosystem and facilitate economic diversification within the global knowledge economy. Recently adopted national strategic documents are creating possibilities for reform by the MOE as well as by individual HEIs. The Education Development Strategy (EDS), approved by the President of the Republic of Azerbaijan in 2013, defines purposeful reforms in education with the main goal of building a competitive and leading education system in line with the world's best practices and based on cutting-edge technology infrastructure, quality and accessibility. The key findings and recommendations center on undertaking strategic efforts to maximize the quality and relevance of higher education as it relates to innovation and economic competitiveness.
