Das Lehrbuch wendet sich an die Studierenden der Rechtswissenschaft sowie an andere Studierende mit einem Schwerpunkt in diesem Rechtsgebiet. Das Lehrbuch zeigt Grundstrukturen und Entwicklungstendenzen vor dem Hintergrund der sozialen, wirtschaftlichen und verfassungsrechtlichen Rahmenbedingungen auf und veranschaulicht deren Bedeutung für die Lösung von Konflikten zwischen Arbeitnehmer und Arbeitgeber bzw. Gewerkschaften und Arbeitgeberverbänden. Als Stichworte seien beispielhaft genannt: die Reichweite des Arbeitsrechts, seine spezifischen Rechtsgrundlagen (z.B. Richterrecht) und Regelungsinstrumente (z.B. Betriebliche Übung), Modifikationen des allgemeinen Bürgerlichen Rechts bei Begründung, Vollzug und Beendigung des Arbeitsverhältnisses sowie die besonderen Rechtsinstitute des kollektiven Arbeitsrechts (Tarifvertrag und Arbeitskampf, Mitbestimmung im Betrieb und Unternehmen). This textbook offers a systematic presentation and discussion of the basic principles and features of labor and employment law. It highlights the structures and trends and clarifies their relevance to conflict resolution.

Addressing Serbia's labor market problems is critical to enhancing growth and job creation. Low labor force participation, relatively high unemployment, particularly among youth and other disadvantaged groups, and rising skills gaps currently impede efficient use of human capital and the prospects for sustained economic growth and welfare improvements. Although there has been progress, more jobs are needed if Serbia is to catch up with neighboring countries in the European Union (EU). Robust growth in employment will require a comprehensive agenda: boosting private sector job creation on the demand side; reducing barriers and disincentives to work and improving worker skills on the supply side; and ensuring that labor market intermediation and institutions facilitate employer-employee matches. This note focuses on current labor market performance and on skills and labor market policies to support inclusive growth. Employment in Serbia's formal private sector is low; the full workforce potential is underutilized; and labor productivity and real wages have been relatively flat. Improving skills and reforming labor market policies can boost both employment and productivity. This note's focus on skills and labor taxation, regulation, and intermediation allows it to discuss specific policy actions to support Serbia's New Growth Agenda. Tackling these issues will not only enhance Serbia's human capital and productivity for higher growth but will also boost people's incomes, reduce poverty, and grow the middle class.

Female labor force participation in the Mashreq is exceptionally low, a problem likely to be exacerbated by the Coronavirus 2019 (COVID-19) pandemic. This report calls for action in the following areas: stronger economic growth, effective policy action to close legal gaps, promotion of more egalitarian attitudes, access to quality childcare, and the provision of safe transportation. The main focus of the report is women's economic opportunities, as opposed to the broader issue of women's empowerment. The report analyzes other aspects of female empowerment, but in particular as those aspects influence, determine, and are affected by women's participation in paid economic activities. Economic opportunities encompass the availability and possibility of taking advantage of earnings opportunities as well as the existence of an enabling environment in terms of the appropriate legal, institutional setting. The report is structured as follows: chapter one provides a description of women's economic opportunities in Mashreq countries and highlights differences in labor participation across critical life stages. Chapter two presents evidence on the different barriers faced by women toward participating in the labor market, related to legal aspects, informal institutions, and markets. Chapter three provides a brief description of international experiences with sizeable increases in female participation in the labor market, chapter four expands to explore important areas where policies can be improved in the Mashreq countries to lower these barriers and close participation gaps, as well as an emerging opportunity that, if used well, can accelerate this process. Chapter five concludes and reflects on how the COVID-19 outbreak and the measures to contain it may exacerbate some of the barriers faced by women.
