This book proposes an innovative conceptual framework to explore cultural organizations at a multilateral level and cultural mediators as key figures in cultural and institutionalization processes. Specifically, it analyzes the role of Ibero-American mediators in the institutionalization of Hispanic and Lusophone cultures in the first half of the 20th century by means of two institutional networks: PEN (the non-governmental writer's association) and the International Institute of Intellectual Cooperation (predecessor to UNESCO). Attempting to combine cultural and global history, sociology, and literary studies, the book uses an analytical focus on intercultural networks and cultural transfer to investigate the multiple activities and roles that these mediators and cultural organizations set in motion. Literature has traditionally studied major figures and important centers of cultural production, but other regions and localities also played a crucial role in the development of intellectual cooperation. This book reappraises the place of Ibero-America in international cultural relations and retrieves the lost history of key secondary actors. The book will appeal to scholars from international relations, global and cultural history, sociology, postcolonial Studies, world and comparative literature, and New Hispanisms.

The book explores how diversity in United Nations' peace mission composition affects peacekeeping effectiveness. It identifies four key dimensions of composition: Blue Helmets' field diversity, top mission leadership diversity (between Force Commander and Special Representative of the Secretary General), vertical leadership distance (Leadership-Blue Helmets), and horizontal distance with the local population. Each dimension of diversity of mission is measured as linguistic, geographical, and religious distance. The book finds that diversity of Blue Helmets and diversity of top leadership may increase the mission's capacity to reduce battle-field violence and civilian victimization. This book crucially demonstrates why diversity of mission composition is a key variable to consider when trying to enhance peacekeeping effectiveness.

This volume constitutes a valuable and unique history of the United Nations human rights programme and its secretariat. It offers interpretations of the history of the programme and its secretariat against the background of historical currents such as the Cold War, colonialism and decolonisation, and covers the seminal period during which the programme moved decisively towards human rights fact-finding and the denunciation of violations of human rights, which took place in the latter part of the 1970s and the 1980s. The author was a central player in this period, having served as the Special Assistant to three Directors of the Human Rights Division, and so provides historical materials that only he is aware of, having been at the heart of the action. He also provides snapshots of United Nations human rights leaders from the beginning of the United Nations, all of whom he knew personally, and writes about the contributions of NGOs and NGO leaders who served the cause of human rights with fortitude and determination.

The history of development has paid only little attention to cultural projects. This book looks at the development politics that shaped the UNESCO World Heritage programme, with a case study of Ethiopian World Heritage sites from the 1960s to the 1980s. In a large-scale conservation and tourism planning project, selected sites were set up and promoted as images of the Ethiopian nation. This story serves to illustrate UNESCO’s role in constructing a “useful past” in many African countries engaged in the process of nation-building. UNESCO experts and Ethiopian elites had a shared interest in producing a portfolio of antiquities and national parks to underwrite Ethiopia’s imperial claims to regional hegemony with ancient history. The key findings of this book highlight a continuity in Ethiopian history, despite the political ruptures caused by the 1974 revolution and UNESCO’s transformation from knowledge producer to actual provider of development policies. The particular focus on the bureaucratic and political practices of heritage, bridges a gap between cultural heritage studies and the history of international organisations. The result is a first study of the global discourse on heritage as it emerged in the 1960s development decade.

The spread of violent extremism, 9/11, the rise of ISIL and movement of 'foreign terrorist fighters' are dramatically expanding the powers of the UN Security Council to govern risky cross-border flows and threats by non-state actors. New security measures and data infrastructures are being built that threaten to erode human rights and transform the world order in far-reaching ways. The Law of the List is an interdisciplinary study of global security law in motion. It follows the ISIL and Al-Qaida sanctions list, created by the UN Security Council to counter global terrorism, to different sites around the world mapping its effects as an assemblage. Drawing on interviews with Council officials, diplomats, security experts, judges, secret diplomatic cables and the author's experiences as a lawyer representing listed people, The Law of the List shows how governing through the list is reconfiguring global security, international law and the powers of international organisations.

What can be done if the United Nations Security Council fails to protect people from mass atrocities? At a time of inaction and political paralysis at the United Nations, this book explains the legality of alternative action beyond the Security Council. This book takes a fresh look at the responsibility to protect and offers new and compelling insights into the powers and limits of the UN Security Council. It argues that the Security Council's responsibility to maintain international peace and security, and its responsibility to protect, do not die with its own failures. This study focuses directly on Beijing's involvement in one of the most contentious areas of UN activity - human protection - contentious because the norm of human protection tips the balance away from the UN's Westphalian state-based profile, towards the provision of greater protection for the security of individuals and their individual liberties. The argument that follows shows that, as an ever-more crucial actor within the United Nations, Beijing's rhetoric and some of its practices are playing an increasingly important role in determining how this norm is articulated and interpreted. In some cases, the PRC is also influencing how these ideas of human protection are implemented. At stake in the questions this book tackles is both how we understand the PRC as a participant in shaping global order, and the future of some of the core norms which constitute that order.
