Abstract

This paper focuses on Ukraine’s Ex-Post Evaluation of Exceptional Access Under the 2015 Extended Arrangement. Sound fiscal and monetary policies since the 2014–2015 crisis have resulted in a sharp reduction in Ukraine’s external and internal imbalances. Public debt was put on a downward path, inflation has declined, and international reserves have recovered. The new Stand-By Arrangement will provide an anchor for the authorities’ efforts to address the impact of the crisis, while ensuring macroeconomic stability and safeguarding achievements to date. Together with support from the World Bank and the European Union, it will help address large financing needs. The program will focus on safeguarding medium-term fiscal sustainability, preserving central bank independence and the flexible exchange rate, and enhancing financial stability while recovering the costs from bank resolutions. The National Bank of Ukraine has skillfully managed monetary policy during a very challenging period. Central Bank independence should be preserved, and monetary and exchange rate policies should continue to provide a stable anchor in the context of the inflation-targeting regime, while allowing orderly exchange rate adjustment and preventing liquidity stress.

Abstract

"Ukrainian nationalism made worldwide news after the Euromaidan revolution and the outbreak of the Russo-Ukrainian war in 2014. Invoked by regional actors and international commentators, the "integral" Ukrainian nationalism of the 1930s has moved to the center of debates about Eastern Europe, but the history of this divisive ideology remains poorly understood. This timely book by Trevor Erlacher is the first English-language biography of the doctrine's founder, Dmytro Dontsov (1883-1973), the "spiritual father" of the Organization of Ukrainian Nationalists. Organizing his research of the period around Dontsov's life, Erlacher has written a global intellectual history of Ukrainian integral nationalism from late imperial Russia to postwar North America, with relevance for every student of the history of modern Europe and the diaspora. Thanks to the circumstances of Dontsov's itinerant, ninety-year life, this microhistorical approach allows for a geographically, chronologically, and thematically broad yet personal view on the topic. Dontsov shaped and embodied Ukrainian politics and culture as a journalist, diplomat, literary critic, publicist, and ideologue, progressing from heterodox Marxism, to avant-garde fascism, to theocratic traditionalism. Drawing upon archival research in Ukraine, Poland, and Canada, this book contextualizes Dontsov's works, activities, and identity formation diachronically, reconstructing the cultural, political, urban, and intellectual milieus within which he developed and disseminated his worldview"--

Die Ende Februar 2014 beginnende sog. Krim-Krise endete mit der Annexion der völkerrechtlich zur Ukraine gehörenden Halbinsel durch die Russländische Föderation. Dieses Ereignis machte nicht zuletzt der deutschsprachigen Öffentlichkeit deutlich, dass die Halbinsel Krim mehr oder weniger immer noch eine terra incognita für sie ist, über deren Vergangenheit selbst historisch Interessierte nur wenig wissen. Mit großem Erstaunen wird seitdem u.a. gefragt, warum die Krim für Russland eine so große Bedeutung hat, dass sie bereit ist, die Ächtung der Weltgemeinschaft und wirtschaftliche Sanktionen auf sich zunehmen. Tatsächlich ist die 1783 annektierte Krim für die überwiegende Zahl der Russen ein hoch emotionalisierter, unveräußerlicher Teil Russlands. Deren Geschichte ist aber sehr viel älter - und über die längste Zeit spielten Russen dort keine Rolle. Griechische Kolonisten, eurasische Reitervölker, Krimtataren und andere gestalteten vielmehr ihr Schicksal. In diesem Buch von Kerstin S. Jobst, die eine international anerkannte Expertin der Krim-Geschichte ist, wird diese in ihrer Komplexität erzählt.

Ivan Mazepa (1639-1709), hetman of the Zaporozhian Host in what is now Ukraine, is a controversial figure, famous for abandoning his allegiance to Tsar Peter I and joining Charles XII's Swedish army during the Battle of Poltava. Although he is discussed in almost every survey and major book on Russian and Ukrainian history, Ivan Mazepa and the Russian Empire is the first English-language biography of the hetman in sixty years. A translation and revision of Tatiana Tairova-Yakovleva's 2007 Russian-language book, Ivan Mazepa and the Russian Empire presents an updated perspective. This account is based on many new sources, including Mazepa's archive - thought lost for centuries before it was rediscovered by the author in 2004 - and post-Soviet Russian and Ukrainian historiography. Focusing on this fresh material, Tairova-Yakovleva delivers a more nuanced and balanced account of the polarizing figure who has been simultaneously demonized in Russia as a traitor and revered in Ukraine as the defender of independence. Chapters on economic reform, Mazepa's impact on the rise to power of Peter I, his cultural achievements, and the reasons he switched his allegiance from Peter to Charles integrate a larger array of issues and personalities than have previously been explored. Setting a standard for the next generation of historians, Ivan Mazepa and the Russian Empire reveals an original picture of the Hetmanate during a moment of critical importance for the Russian Empire and Ukraine.
