Abstract

L'évolution des peuples ressemble à des lignes géométriques. Il est des lignes droites et des lignes brisées. Contrairement aux pays d'Europe, la ligne d'évolution du Maghreb s'est historiquement brisée, au moins à trois reprises, au cours de trois mille ans : lorsqu'il est exclu du courant millénaire de la civilisation carthaginoise, pour se latiniser et se christianiser progressivement, sous la férule des Romains ; puis lorsqu'il rompt avec l'influence romaine, pour s'arabiser et embrasser l'Islam. Son arabité et son Islam deviennent les leviers de sa gloire nationale et les fondements de la grandeur de ses empires. La ligne se brise une troisième fois lorsque le Maghreb s'est trouvé incapable de suivre le rythme de l'évolution globale de la civilisation humaine. C'était au cours des siècles de la féodalité et de l'inertie. Il s'est trouvé au cours du 19e siècle face à l'impérialisme international, alors qu'il était miné à l'intérieur par les séquelles de l'asservissement et de l'arbitraire. Il ne pouvait relever les défis historiques, face aux impératifs de l'urgence et du déséquilibre des forces matérielles. Il ne pouvait faire face à un monde plus complexe et mieux armé. Sa seule chance, c'est qu'il n'était pas seul. Il s'est trouvé dans le même camp que les autres peuples arriérés comme lui, mais qui étaient tous décidés, dans les trois continents, à gagner la bataille du destin.

This is a pioneering book about the impact that knowledge produced in the Maghrib (Islamic North Africa and al-Andalus = Muslim Iberia) had on the rest of the Islamic world. It presents results achieved in the Research Project "Local contexts and global dynamics: al-Andalus and the Maghrib in the Islamic East (AMOI)", funded by the Spanish Ministry of Science, Innovation and Universities (FFI2016-78878-R AEI/FEDER, UE) and directed by Maribel Fierro and Mayte Penelas. The book contains 18 contributions written by senior and junior scholars from different institutions all over the world. It is divided into five sections dealing with how knowledge produced in the Maghrib was integrated in the Mashriq starting with the emergence and construction of the concept 'Maghrib' (sections 1 and 2); how travel allowed the reception in the Maghrib of knowledge produced in the Mashriq but also the transmission of locally produced knowledge outside the Maghrib, and the different ways in which such transmission took place (sections 3 and 4), and how the Maghribis who stayed or settled in the Mashriq manifested their identity (section 5). The book will be of interest not only for those whose research concentrates on the Maghrib but more generally for those who want to understand the complex and shifting dynamics between 'centres' and 'peripheries' as regards intellectual production and circulation.

Abstract

COVID-19 is one of multiple crises to have hit the Middle East and North Africa (MENA) region in the decade following the Arab Spring. War, oil price declines, economic slowdowns, and now a pandemic are tearing at the social fabric of a region characterized by high rates of unemployment, high levels of informality, and low annual economic growth. The economic costs of the pandemic are estimated at about USD 227 billion, and fiscal support packages across MENA are averaging 2.7 percent of GDP, putting pressure on already weak fiscal balances and making a quick recovery challenging. Even before the COVID-19 pandemic, MENA was the only region in the world experiencing increases in poverty and declines in life satisfaction. Distributional Impacts of COVID-19 in the Middle East and North Africa Region investigates how COVID-19 changed the welfare of individuals and households in the region. It does so by relying on phone surveys implemented across the region and complements these with microsimulation exercises to assess the impact of COVID-19 on jobs, income, poverty, and inequality. The two approaches complement and corroborate each other's results, thereby making the findings more robust and richer. This report's results show that, in the short run, poverty rates in MENA will increase significantly and inequality will widen. A group of 'new poor' is likely to emerge that may have difficulty recovering from the economic consequences of COVID-19. The report adds value by analyzing newly gathered primary data, along with projections based on newly modeled micro- and macrosimulations, and by identifying key issues that policy makers should focus on to enable a quick, inclusive, and sustained economic recovery.
