Abstract

Prevailing views suggest rebels govern to enhance their organizational capacity, but this book demonstrates that some rebels undertake costly governance projects that can imperil their cadres during war. The origins for this choice began with the Chinese Communist Party (CCP) during the Chinese Civil War. The CCP knowingly introduced challenging governance projects, but nevertheless propagated its strategy globally, creating a behavioural model readily available to later rebels. The likelihood of whether later rebels' will imitate this model is determined by the compatibility between their goals and the CCP's objectives; only rebels that share the CCP's revolutionary goals decide to mimic the CCP's governance fully. Over time, ideational and material pressures further encouraged (and occasionally rewarded) revolutionary rebels' conformity to the CCP's template. Using archival data from six countries, primary rebel sources, fieldwork and quantitative analysis, Governing for Revolution underscores the mimicry of and ultimate convergence in revolutionary rebels' governance, that persists even today, despite vast differences in ideology.

Much is written about China and the role of the Chinese Communist Party, but without exploring in detail the nature of the party and how it operates. This book provides an in-depth assessment of the current state of the Chinese Communist Party. It outlines the huge size of the party – 88 million members with 4.3 million organizations at the grassroots level. It sets out how the party has developed over time, how the party is organized and how its ideology is formed and transmitted. It discusses how the party acts in the different areas of China’s economy, society and government, at local, regional and national levels. It explores the party’s role in the formation of policy, including foreign policy, and assesses the impact of different factions and of the current anti-corruption campaign. Overall, the book demonstrates how embedded the Communist Party is in all aspects of Chinese economy, society and politics, and how its position continues to be consolidated.

Abstract

This book systematically analyzes how and why China has expectedly lost and then surprisingly gained ground in the quest to solve the complicated environmental problem of air pollution over the past two decades. Yuan Xu shines a light on how China's sulfur dioxide emissions rose quickly in tandem with rapid economic growth but then dropped to a level not seen for at least four decades. Despite this favorable mitigation outcome, Xu details how this stemmed from a litany of policy stumbles within the Chinese context of no democracy and a lack of sound rule of law. Throughout this book, the author examines China's environmental governance and strategy and how they shape environmental policy. The chapters weave together a goal-centered governance model that China has adopted of centralized goal setting, decentralized goal attainment, decentralized policy making and implementation. Xu concludes that this model provides compelling evidence that China's worst environmental years reside in the past. This book will be of great interest to students and scholars of Chinese environmental policy and governance, air pollution, climate change and sustainable development, as well as practitioners and policy makers working in these fields.
