Les institutions publiques, de la même façon que les entreprises, deviennent de plus en plus complexes. Cette complexité engrange de nouvelles contraintes et de nouvelles menaces, qui s’accumulent pour générer un flux ininterrompu de réorganisations, de développement de processus, d’idées de plans d’actions et de procédures palliatives. C’est à ce moment-là que le contrôle interne intervient, en tant que «processus intégré et dynamique qui s’adapte constamment aux changements auxquels une organisation est confrontée. Le management et le personnel, à tous les niveaux, doivent être impliqués dans ce processus afin de traiter les risques et fournir une assurance raisonnable quant à la réalisation des missions de l’organisation et des objectifs généraux» (INTOSAI, 2004, p.7). En effet, tous les domaines sont concernés par le contrôle interne, étant donné que les contraintes et les menaces sont susceptibles d’être de toutes natures. Cela concerne des domaines variés qui vont du réglementaire au droit international, en touchant également les domaines techniques, normatifs ou sécuritaires. Dans tous les cas, les performances de l’entreprise, ou bien plus précisément dans notre cas, de l’institution publique, peuvent être gravement impactées. C’est donc cela l’enjeu majeur du contrôle interne ou du moins de la mise en place de celui-ci au sein des communes, des CPAS et des provinces. Le but est d’essayer de limiter les dégâts et d’améliorer la capacité de l’organisation et de son management à gérer toutes ces contraintes, à fédérer les actions, ainsi qu’à renforcer sa gouvernance et son pilotage. Le contrôle interne est véritablement utilisé comme un outil de management par les sommets hiérarchiques, afin de les aider à la prise de décision en agissant sur les leviers d’amélioration des performances de l’institution (Noirot & Walter, 2009).
