Selon l’ONU, environ 15 % de l’humanité va migrer au XXIe siècle, soit près d’un milliard de personnes. On estime ainsi que, depuis 20 ans, près de 180 millions d’humains ont quitté leur territoire de naissance ou de vie. Mais contrairement aux idées reçues, un très faible pourcentage de ces migrants rejoint les pays occidentaux. Les personnes qui arrivent en France peuvent parfois cumuler des fragilités médicales, sociales et psychiques. Ainsi, la question de leur prise en charge médicale constitue-t-elle un élément majeur dès leur arrivée. Mais dans un contexte où le système de santé est lui-même en crise, essayer d’y répondre, c’est s’interroger plus globalement sur l’accès aux soins des plus fragiles, quels qu’ils soient. Des pratiques innovantes montrent qu’une communication active entre soignants – parfois eux-mêmes issus de l’immigration – et soignés permet de mettre à profit les compétences thérapeutiques et l’expertise de certains migrants pour mieux faciliter cette prise en charge. C’est là un des enseignements de cet ouvrage riche de témoignages et de rencontres. Ce livre s’est construit sur la base d’enquêtes, d’observations et d’entretiens menés par un groupe d’universitaires, de chercheuses et de chercheurs issus de champs disciplinaires les plus variés. Chaque texte met ainsi en valeur la parole de nombreux témoins intervenant dans le système de soins. Tous livrent des réflexions passionnantes sur leur expérience, reflétant des démarches novatrices et humanisées. Les réponses apportées permettent de proposer en miroir un regard neuf et de repenser les modes de prise en charge pour (ré)humaniser les soins dans leur globalité, au profit de toute la population.

This open access book provides an analysis of the functioning, consequences and inherent limitations of internalised immigration control. By adopting the perspective of irregular residents as well as local service providers, the book sheds new light on the intricate mechanisms that either help or hinder the diffusion of immigration control into concrete institutional settings, like schools or hospitals. A simple and innovative analytical framework enables the systematic comparison of three different spheres of service provision across two distinct local as well as also national contexts. This is necessary to understand the complex interplay between formal law and policy, the intrinsic rules and logics operating within institutions, and the ethical or practical obligations and constraints attached to particular roles and professions. Based on empirical findings and rigorous analysis, the book argues that internalised control is part of the problem that irregular migration poses for society, rather than constituting a potential solution to it.
