Abstract

"The Southern Cone and the Origins of Pan America, 1888-1933 offers new perspectives on the origins of the inter-American system and the history of international cooperation in the Americas. Mark J. Petersen chronicles the story of pan-Americanism, a form of regionalism launched by the United States in the 1880s and long associated with U.S. imperial pretensions in the Western hemisphere. The story begins and ends in the Río de la Plata, with Southern Cone actors and Southern Cone agendas at the fore. Incorporating multiple strands of pan-American history, Petersen draws inspiration from interdisciplinary analysis of recent regionalisms and weaves together research from archives in Argentina, Chile, the United States, and Uruguay. The result is a nuanced and comprehensive account of how Southern Cone policy makers used pan-American cooperation as a vehicle for various agendas--personal, national, regional, hemispheric, and global--transforming pan-Americanism from a tool of U.S. interests to a framework for multilateral cooperation that persists to this day. Petersen decenters the story of pan-Americanism and orients the conversation on pan-Americanism toward a more complete understanding of hemispheric cooperation. Abstract

Based on fieldwork that is unprecedented in scope, this two-volume project provides the first systematic study of the formulation and implementation of the recommendations of 13 Latin American truth commissions.

Beyond Words Vol. I examines the variations in truth commission recommendations across 13 Latin American cases. Insights are provided regarding how the internal dynamics of truth commissions, as well as the political, social and economic context in which they operate, influence how recommendations are formulated. The authors then explore how the nature of these recommendations themselves, along with the aforementioned factors, influence which recommendations are actually implemented. The conclusion considers the findings' relevance for the crafting of future truth commission recommendations and reflects upon how the formulation and implementation of these recommendations shape the impact of truth commissions on societies emerging from periods of violence and repression.

Abstract

The growth of China and its re-emergence as a major economic power has been a key feature of globalization in the twenty-first century. China has become an increasingly significant actor in the global economy and this is likely to continue in the foreseeable future. The implications of this for Sub-Saharan Africa (SSA) and Latin America and the Caribbean (LAC) have been a source of major debate. This book examines the arguments, drawing on a growing body of research on China's economic involvement in SSA and LAC. It begins by considering the process of economic reform in China from the late 1970s that provided the basis for China's growing integration with the global economy. It considers four aspects of this integration: the growth of China as a global manufacturing centre; its impact on global commodity markets; the overseas expansion of Chinese firms as part of the 'Go Global' policy; and the increased role of China in global capital flows. Discussion of China's impact on SSA and LAC is characterized by disagreements over both the extent of its presence and the underlying drivers. The book documents the different forms of Chinese economic involvement and clarifies some of the confusions that have arisen over the extent of China's presence. It then analyses the economic, social, political, and environmental impacts of China on both regions to show a much more varied picture than the one that is often presented. These impacts depend to a significant extent on local conditions and actors and cannot be explained solely as a consequence of Chinese expansion.
