« Démocratie directe », « démocratie délibérative », « démocratie participative », « démocratie représentative », etc. Les politologues, juristes et philosophes distinguent de multiples variantes de la démocratie. Pour sa part, V. de Coorebyter propose un classement qui permet de les englober toutes : la distinction entre « démocratie universaliste » et « démocratie catégorielle ». La première est constituée des mécanismes permettant à tous les citoyens de débattre de tout, quelle que soit leur situation ou leur qualité et quel que soit l’objet de la décision. La seconde réside dans les dispositifs qui organisent l’expression politique sur la base des intérêts constitués, réservant dès lors la participation aux membres des groupes concernés par les intérêts pris en compte. Ces deux grands types de démocratie ne sont toutefois pas étanches, des cas d’hybridation existant ; ainsi en va-t-il, par exemple, des élections sociales. Ce Courrier hebdomadaire propose également un aperçu à la fois théorique, analytique et réflexif des principales modalités par lesquelles s’exerce la démocratie universaliste. Pour chacune d’entre elles, il s’agit de répondre à trois questions. Quels sont les mécanismes permettant au citoyen de jouer un rôle politique ? Ce rôle est-il prévu, reconnu, instauré, limité, contrôlé, interdit ou encadré par la loi ? Quelles sont les principales caractéristiques de ces mécanismes, leurs conditions de légitimité, leur dynamique ? Le tableau ainsi dressé fait apparaître une grande diversité de dispositifs et de modes d’action : élection de représentants, panel de citoyens tirés au sort, enquête publique, sondage, pétition, consultation populaire, référendum, budget participatif, grève, manifestation, recours à la justice, lobbying, lancement d’alerte, désobéissance civile, etc. Tous sont les témoins d’une vitalité démocratique plus importante qu’on ne le dit parfois.

"Revolution and Dictatorship explores why dictatorships born of social revolution-such as those in China, Cuba, Iran, the Soviet Union, and Vietnam-are extraordinarily durable, even in the face of economic crisis, large-scale policy failure, mass discontent, and intense external pressure. Few other modern autocracies have survived in the face of such extreme challenges. Drawing on comparative historical analysis, Steven Levitsky and Lucan Way argue that radical efforts to transform the social and geopolitical order trigger intense counterrevolutionary conflict, which initially threatens regime survival, but ultimately fosters the unity and state-building that supports authoritarianism. Although most revolutionary governments begin weak, they challenge powerful domestic and foreign actors, often bringing about civil or external wars. These counterrevolutionary wars pose a threat that can destroy new regimes, as in the cases of Afghanistan and Cambodia. Among regimes that survive, however, prolonged conflicts give rise to a cohesive ruling elite and a powerful and loyal coercive apparatus. This leads to the downfall of rival organizations and alternative centers of power, such as armies, churches, monarchies, and landowners, and helps to inoculate revolutionary regimes against elite defection, military coups, and mass protest-three principal sources of authoritarian breakdown. Looking at a range of revolutionary and nonrevolutionary regimes from across the globe, Revolution and Dictatorship shows why governments that emerge from violent conflict endure"--

"Stefano Bartolini argues that, despite the growth of a large theoretical literature about institutions and institutionalism over the last thirty years, the specific nature of political institutions has been relatively neglected. Political institutions have been subsumed into the broader problems of the emergence, persistence, change and functions of all types of institutions. The author defines political institutions strictly as norms and rules of 'conferral', to be distinguished from norms/rules of 'conduct' and of 'recognition'. They are those norms and rules that empower rulers, set limits to the capacity to ensure behavioural compliance, and define the proper means for achieving such compliance. This book draws logical and empirical consequences from this understanding, to distinguish different types of norms/rules, and to specify the peculiarities of those norms/rules that are 'political'. The book will appeal to researchers of political institutions in comparative politics, and in political science and political sociology more broadly."--
