Gustave Moynier, cofondateur de la Croix-Rouge, a-t-il également cofondé l'Etat indépendant du Congo ? Ce régime brutal d'extraction du caoutchouc dirigé par Léopold II voit le jour en 1885 à la suite d'une décennie d'événements exploratoires et conquérants. La Suisse participe à ces événements par le biais des sociétés de géographie dont Moynier fait partie. Loin de se limiter à dévoiler un aspect sombre de la vie de cet homme, l'ouvrage de Fabio Rossinelli montre l'intégration - économique, culturelle, voire politique - de la bourgeoisie helvétique à l'impérialisme colonial du XIXe siècle. Pour ce faire, l'histoire des associations géographiques en Suisse est analysée en perspective internationale. Jusqu'à la Grande Guerre, ces sociétés représentent, à côté d'autres milieux, des cénacles où se produit un discours raciste accompagné d'actions expansionnistes.

"The rise of the Information Age and of a data-driven economy may well be what distinguish the current era. We are able to enjoy the digital devices that define our times not only because of Silicon Valley innovations but also because of a burgeoning trade in dense substances like coltan, tin, tungsten, and tantalum, which can hold high electrical charges. As anthropologist James H. Smith argues, these minerals-what Congolese call the "black minerals"-are also incredibly socially dense: they bring into being vast divisions of labor, from hole owners, work managers, and diggers to porters and middlemen, alongside all sorts of ancillary businesses, from tool makers and food vendors to creditors. In The Eyes of the World, Smith disassembles the devices in our pockets, tracing their provenance through the Global North and to the Congo, which has suffered through many iterations of the so-called resource curse. While acknowledging the role that mineral extraction has played in fueling the Congolese wars of the past several decades, Smith ultimately shows how mining can be more or less peaceful, inclusive, and stabilizing-depending on how it is accomplished. While global watch groups tend to espouse Western-style bureaucratic methods that center transparency, the modes of collaboration that best support the peace and productivity of small-scale artisanal mining are, Smith shows, much more complicated. Stakeholders in these markets engage different temporalities and socialities-often encompassing networks that include ancestors and forests-as well as different understandings of peace, the state, and well-being"--

Dans l’est du Congo, le décor paradisiaque ne saurait cacher une effrayante réalité. La guerre tourne en boucle et même quand les conflits « cessent », les armes continuent de terroriser. Déjà trente années de crimes et de douleur, dans une relative indifférence. « Les victimes méritent justice », s’était risqué à affirmer le gouvernement Kabila en 2010. Or, le temps passe et quasi personne n’a été jugé. Comment expliquer une telle aberration ? Tant d’impunité ? C’est la question qui sert de fil rouge au présent recueil. Après nous avoir fait revivre ces années noires et rappelé les séquences du désastre, l’ouvrage passe au crible deux missions d’enquête des Nations unies. Celle de Kofi Annan est décrite de l’intérieur puisque Reed Brody en était directeur adjoint – témoin hors pair, il dénonce notamment l’hypocrisie de l’administration Clinton, qui ne pensait que business… L’autre enquête examinée a engendré le très médiatisé rapport Mapping. Faut-il y voir une arme contre l’impunité ? Ou manque-t-il de consistance pour être utilisé sur le plan judiciaire ? Que penser de son instrumentalisation ? Une Commission vérité et réconciliation au Congo, pourrait- elle contribuer à l’apaisement des esprits ? Des expériences similaires ailleurs en Afrique, analysées ici, indiquent la réponse. Enfin, dans cette région riche en ressources naturelles où la souffrance des victimes ne pèse pas lourd, l’ouvrage se devait de questionner le système judiciaire : sa crédibilité, ses moyens, les « juges kaki »… Hélas, il n’existe pas de formule magique pour sortir de la crise ! Il appartient aux Congolais de chercher des solutions : en reconstruisant depuis la base, en encourageant les initiatives, même modestes, de la société civile, en s’adaptant aux réalités du pays. Dessiner des perspectives pour redonner espoir.

A cause du raccourcissement de la distance géographique et culturelle, le monde est devenu un village. Ce constat contraste pourtant avec la déficience de la communication interculturelle et des relations interpersonnelles au niveau local, notamment en Occident. C'est dire que le village semble redevenu un monde lointain. Comment et pourquoi communiquer dans un monde marqué par les phénomènes de la globalisation, de la localisation, des migrations et du multiculturalisme ? Comment vivre ensemble ? Voilà autant de questions qui se posent avec urgence en Europe, une terre qui abrite de plus en plus de populations immigrées. L'auteur propose ses réflexions basées sur une riche bibliographie et un travail de terrain rigoureux, mais aussi sur un vécu d'immigré, notamment en Belgique. Il pose, en dernier ressort, l'intériorisation de la culture de l'altérité comme condition nécessaire du vivre ensemble interculturel.

Recaptioning Congo' places the colonial Congo's photography history in new perspectives. Six writers and everyday Congolese urban voices take an African-centered look at imperial archival images and provide them with creative, contemporary and/or literary 'captions'. The book, linked to an exhibition in the photography museum FOMU Antwerp, is based upon the extensive research of the photographic history of colonial Congo (1885-1960), conducted by Sandrine Colard. It contains a wealth of revealing images that highlight the relationship between past and present, Africa and Europe and Belgium and Congo. --
